Minimum Qualifications
Acceptable Experience and Education
Bachelor's degree in Civil or Transportation Engineering from an accredited university or college and a minimum of (10) years of professional level experience in design and construction of roads, buildings, bridges, and structures, including five (5) years managing and administering a major engineering program or phase for an organization with diverse operations or multiple locations, (2) years of experience in local, state, federal, grant administration and program management, with two (2) years of supervisory experience in the area of assignment Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
Certificates, Licenses, and Other Requirements
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Required : Professional Engineering License registered in the State of Texas

Typical Duties
Essential Duties
Serves as departmental liaison to federal, state, and local agencies on all transportation related issues and projects;
Coordinates development and administration of all county transportation programs;
Prepares and monitors project funding for transportation approved plans;
Coordinates administration and development of capital improvement programs for all transportation needs, including Fabens Airport;
Supervises department employees, including assigning and reviewing work, completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;
Motivates department staff; provides or coordinates training and works with employees to correct deficiencies;
Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;
Gathers, organizes, and summarizes information for special projects and grant applications; prepares, maintains, and submits various routine and complex reports, tables, graphs, and statistical summaries; conducts special studies and projects as directed;
Researches, pursues, submits, and administers funding opportunities for the program; manages grant budgets and audits; ensures compliance with grant requirements; coordinates required training with appropriate entities for staff and team to ensure compliance with grant specifications;
Serves as a liaison and maintainsa high level of communication between all community partners and providers; responds to and resolves inquiries and complaints from both internal and external sources; is responsible forproviding professional guidance or recommendation and signs off on different aspects of projects including some funding accounts;
Monitors construction schedules, labor, and program/project management activities;evaluates and approves submittal of change orders and progress reports;
Proposes program best practices and improvements to include the establishment of project performance measures and budget controls;
Coordinates program activities from design to completion as statutorily mandated by conducting initial grant writing activities, predevelopment estimates, demographic and market studies required under the state funded; Develops and effectively manages project timelines to ensure timely completion of project deliverables;
Evaluates and monitors grant activities, including the assessment of public benefit and impact on the County budget, and develops and maintains a comprehensive contract-monitoring program of all contracts assigned to the Department and coordinates these assignments with the County Attorney's office, County Auditor, and other departments/agencies;
Conducts preliminary engineering designs and budgets, pre-bids conferences and bid openings, contractual agreements;
Conducts construction site visits and interviews of contractors' employees;
Conducts cost-benefit statistical analysis using factors affecting the project labor standard requirements, construction specifications and environmental, and regulatory stipulations;
Conducts extensive resource and database research for grant applications;
Evaluates assessment of need, identifies appropriate funding sources, and prepares grants, outlines project scope of work and budget;
Creates and oversees administration of standard operating procedures for program;
Performs visioning and task implementations at a higher level of organizational responsibility and that have a more significant financial and policy impact than lower-level positions;
Directly responsible for the management of employees within the Transportation Services Program section;
Conducts management analysis or solves problem of issues impacting department;
Facilitates responses to requests for traffic, planning, and engineering studies; sets goals and objectives for the department; and evaluates the efficiency and effectiveness of goals and objectives;
Assesses the effectiveness of service delivery methods, identifying opportunities for implementing improvements;
Develops and administers the County's transportation bond program.?Works closely with local counties, cities, and transportation agencies to ensure projects are constructed within budget and on schedule;
Directs the development and administration of various environmental programs and ensures compliance with such programs;
Develops applications for and administers grants related to transportation, planning, right of way acquisition, and environmental issues;
Schedules briefing, action, and work session items for consideration on the Commissioners Court Agenda under the general direction of the County Administrator;
Maintains good working relationships with other agencies and County, state, and federal departments.?Keeps staff informed of joint ventures and/or resources;
Coordinates activities and programs with other departments to expedite work and improve interdepartmental performance using tact and diplomacy;
Negotiates agreements for professional services related to the planning, design, and construction of county roadways, right of way acquisition, and environmental projects;
Works with local and regional transportation agencies to develop and implement transportation plans, programs, projects, policies, and partnerships aimed at reducing congestion, enhancing mobility, and improving air quality;
Acts as a resource for staff questions regarding customer, client, or citizen issues, policies, etc.;
Directs the development and administration of the sections annual budget including capital and fixed cost expenditures.?Monitors costs and levels of staffing, equipment, materials, and supplies.?Monitors and approves expenditures in addition to implementing cost saving programs;
Develops plans for surface transportation projects according to established engineering standards and state or federal construction policy: Prepares plans, estimates, and specifications to design transportation facilities;
Plans alterations and modifications of existing streets, highways, and freeways to improve traffic flow;
Prepares deeds, property descriptions, and right-of-way illustrations;
Performs field engineering calculations to compensate for change orders and contract estimates;
May prepare and present public reports of environmental analysis statements and other transportation information;
May specialize in particular phase of work, improving signs or lighting, preparing plans, or directing and coordinating construction or maintenance activities;
May specialize in studying vehicular and pedestrian traffic conditions;
Maintains a good working knowledge of skills, processes, and best practices and/or legislation regulations, or activities in area of responsibility;
Provides support, mentors, transfers knowledge, and skills to staff at all technical levels in a team environment to meet established goals and objectives;
Attends and participates in meetings, training, and information sessions;
Stays abreast of new trends and innovations in the field;
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Job Summary
Summary of Position
The Transportation Program Engineer works under general direction, with the Public Works Director, precincts, counties, cities, and regional transportation agencies to identify and address transportation needs in El Paso County and the west Texas region? The incumbent oversees a variety of professional engineering assignments in one or more specialized areas of transportation systems and programs involving research, planning, design, technology, materials, construction, traffic safety, traffic operations, and maintenance of highways, bridges, airports, railways, and related structures and technological devices and applications. The incumbent is responsible for scheduling and overseeing the daily operations of the section, supervising, professional, technical, and clerical staff, and performing a variety of tasks related to the department needs. The position is responsible for researching grant opportunities to fund the program and maintaining and reporting on grants.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.
DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.
LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.
LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.
RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.
EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.
SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.
