EXECUTIVE DIRECTOR
The Bloomington (IN) Housing Authority is seeking a highly qualified candidate for the position of Executive Director. The agency functions with a staff of 30 employees and is governed by a 7-member Board of Commissioners. BHA has been a HUD high-performer for the last 15 years and is recognized as one of the top four PHAs in Indiana for innovative landlord engagement strategies. The net financial position of BHA is $29,099,647. BHA administers over 1700 Housing Choice Vouchers including VASH, Emergency, PBV, PBV RAD, TPV, and some SRO units. There are 302 RAD units that have been recently renovated. Under development is a 45-unit affordable for-sale single-family subdivision on land trust. Also scheduled for the fall of 2024 is a 38-unit LIHTC/HTC development within 811 units and 29 Project Based Vouchers. Residents benefit from BHA community centers and a community room, and a child care facility that will be breaking ground in 2024. A Boys Club/Girls Club facility is also located on one of the agency development sites. BHA provides a 15-passenger van for resident transport and funds a summer youth program and back-to-school supplies for youth.
Bloomington, Indiana is the county seat of Monroe County, Indiana, with a population of 79,168 and a metropolitan area population of 192,714. It is home to Indiana University, with major employers linked to life sciences, technology, and advanced manufacturing industries. INC. Magazine identified Bloomington as one of “America’s Best Cities for Doing Business.” Entrepreneur Magazine highlighted it as a “Top 50 Hottest Small Cities for Entrepreneurs,” and Forbes Magazine rated it as number 3 in its “Best Places for Business Careers.” The community is highly rated for its educational, cultural, and sports venues.
The candidate must possess a minimum of a Bachelor’s degree in a discipline preferably in business administration, public administration, urban planning, or a closely related field. A Master’s degree in similar fields is preferred. Candidates must also have six years of experience in the administration or management at a public housing authority, nonprofit housing corporation, private sector housing agency, or a closely related housing provider. Candidates with exceptional academic or experience backgrounds that compensate for an academic or experience deficiency may still be considered. Compensation for the position is negotiable, depending on the qualifications and salary history of the candidate.
