What you will do:

This role is for a candidate with a bachelor’s or master’s degreeANDat least two years of experience working in the substance use disorder field, OR a Certified Addiction Professional (CAP) OR licensed clinician. This position is tasked with designating Baker Act Receiving Facilities and licensing of substance use disorder service providers located within the Southern Region.

Key Responsibilities:

  • Provide technical assistance from a clinical perspective to the licensing team as needed.

  • Designate Baker Act facilities and ensure compliance with Chapter 394 Fla. Stat. and applicable Fla. Admin Codes.

  • Ensure substance use providers meet all applicable licensing requirements within the designated time frames.

  • Follow up on complaints and grievances related to licensed providers and designated Baker Act facilities.

  • Assist prospective applicants with the licensure process.

  • Responds to telephone, email inquiries, and walk-in requests from the public and other agencies and providers and provides accurate information on licensed programs.

  • Represent the Department in community meetings, work groups, and forums related to licensing, substance abuse, and mental health issues.

  • Perform other duties and responsibilities as assigned by the Regional Licensing Manager.

This position covers all counties within the Southern Region including Miami-Dade and Monroe Counties. The position is housed in Miami-Dade County at 401 NW 2nd Ave, Miami, FL 33128.

How you will make an impact :

Substance Use Licensing Tasks: Responsible for monitoring, licensing, and evaluating substance abuse prevention, intervention, and treatment programs per licensing standards outlined in the Florida Statute and Administrative Code. Responsible for reviewing and approving policies and procedures. Monitors and conducts on-site inspections of service providers and licenses substance use programs as assigned by supervisor in accordance with established guidelines. Investigates licensing violations and complaints on licensed providers. Follow up on incident reports. Prepares reports and initiates administrative actions as required by statute and/or administrative code. Identify any corrective actions necessary. Manages the progressive discipline and administrative action processes, which includes providing timely administrative complaint notifications to providers, keeping the information system current throughout the administrative action process, and closing out each action timely and accurately. Review Corrective Action Requests (CAPs) for sufficiency to meet regulatory standards and follow-up monitoring for compliance. Review documents submitted for substance use licensing applications, generate provider invoices, document and review complaints received, conduct audits of assigned licensed providers, inspection site visits, and ensure any necessary information and updates are maintained in the program's automated system. Provides technical assistance to providers to support and promote sustained compliance with licensing standards.

Baker Act Designation Tasks: Responsible for receiving and processing applications for designation and re-designation of Baker Act Receiving Facilities. Responsible for reviewing and approving Baker Act facilities’ policies and procedures. Monitors and conducts on-site inspections of Baker Act facilities. Responsible for following up on incident reports and complaints against Baker Act Receiving facilities. Prepares reports as well as CAPs. Responsible for following up on Baker Act facilities’ CAPs to ensure implementation. Provides technical assistance to Baker Act Receiving Facilities and promote sustained compliance with designation standards.

Minimum Qualifications:

A bachelor’s degree or a master’s degree from an accredited college or university in Behavioral Health Services or related fields AND two years of experience in the substance use field OR a Certified Addiction Professional (CAP) OR a clinician licensed under chapter 490 or 491 F.S.
