Job Summary
Become a valued member of Racine County's engineering team, performing technical work in the field of Public Works. Enjoy a diverse workload which emphasizes drafting of project plans, construction inspection, highway permitting, and field surveying within a first-rate work culture.
Key Responsibilities
  1. Draft AutoCad Civil 3D preliminary plans and final plans from survey notes for various highway and parks projects. Make calculations of construction quantities, right-of-way areas, and other engineering and/or surveying computations.
  2. Conduct and perform traffic counts, speed data, accident data gathering, and other elements of traffic studies.
  3. Perform various functions of survey work, operate levels, transits, GPS, and make field measurements and necessary survey notes for highway and park projects. Operate and maintain all survey equipment.
  4. Assist with oversight in the designs and preparations of complete plans, specifications, cost estimates and bidding documents for various highway and park projects.
  5. Prepare right-of-way, traffic control, erosion control, and other plans as necessary.
  6. Perform as an inspector on public works projects.
  7. Coordinate engineering needs of county maintenance crews, including marking out right-of-way, setting grades for ditching work, setting grades for culvert replacements, laying out pavement marking and sign locations, etc.
  8. Coordinate with County maintenance crews for proper placement of traffic signs and pavement markings.
  9. Review, approve, and issue right-of-way permits for county maintained highways.
  10. Maintain County records and files.
  11. Respond to inquiries from stakeholders. Provide information from county files/records, in response to inquiries from contractors, surveyors, engineers, and the general public.
Supervision Received
Receives supervision from the Engineering Manager.
Qualifications
  • Minimum of Associate degree in Civil Engineering Technology, Land Surveying, or a related field.
  • Proficiency in AutoCad Civil 3D design
  • Valid driver's license with clean driving record
Knowledge Skills & Abilities
  • 2 years or more work experience in a similar field.
  • Experience with Land Survey.
  • Experience with Trimble software and GPS surveying equipment
  • Effective communicator in both written and oral form.
Physical Qualification
  • Continuous (67-100% of workday) sitting, use of far and near vision, and lifting small objects.
  • Frequent (34-66% of workday) standing, walking, talking, hearing, lifting objects weighing 1- 20 pounds, carrying objects weighing 1-20 pounds, and pushing/pulling objects weighing 1-20 pounds.
  • Occasionally (1-33% of workday) stooping, kneeling, crouching, climbing, balancing, bending/twisting, reaching, lifting objects weighing 21-50 pounds, pushing/pulling objects weighing 21-50 pounds.
  • Lifting over 51 pounds requires assistance. Assistance means the use of levers, work machines, another person, etc.
Work Environment
  • Frequent (34-66% of workday) inside work with protection from weather conditions and outside work in extreme cold and heat with temperature changes.
  • Occasional (1-33% of workday) wet and humid conditions, exposure to mechanical hazards, heights above 12 feet and fast-moving vehicles, and exposure to dust.

Full Time, Regular Employees - (40 hours per week)
I. Health Insurance Coverage
A. Administered by UnitedHealthcare, coverage is effective the first of the month following thirty days of employment.
  1. Premium sharing: Racine County pays 85%, employee pays 15%.
  2. 2021 monthly premiums $99.15/single, $286.35/family
  3. IN NETWORK : Individual deductible $400, family deductible $800 per calendar year. After the deductible is met, the plan pays 80% of allowable charges. Out-of-pocket maximum per calendar year is $2000 for individual and $4000 for family.
  4. OUT OF NETWORK : Individual deductible is $800, family deductible $1600 per calendar year. After the deductible is met, the plan pays 60% of allowable charges. Out-of-pocket maximum per calendar year is $3000 for individual and $6000 for family.
  5. Prescription drug, vision, and mail order maintenance drug benefits.
II. Dental Insurance Coverage
Coverage is effective the first of the month following thirty days of employment.
  1. Basic dental coverage (UHC)
  1. $25 deductible per person per year
$75 deductible per family per year
  1. No deductible for diagnostic or preventative services
  2. Co?Insurance??80% of usual and customary charges of covered services paid. Maximum of $1200/year per person.

  1. No orthodontic coverage
  1. Premium dental coverage (Anthem/Dentacare)
  1. No deductibles
  2. 100% coverage at participating dental center
  3. Employee pays for lab work (prosthetics, i.e., caps, crowns, bridges, dentures).
  4. Premium sharing ? Employee pays difference between basic coverage and Anthem/Essential Choice.
  5. 2021 monthly premiums $27/single, $66/family
  6. Orthodontic coverage - Employee pays 50% of the fee up to a maximum payment by the employee of $695.

III. Life Insurance
Coverage is effective the first of the month following thirty days of employment.
  1. The County provides Life Insurance and Accidental Death & Dismemberment (AD&D) coverage in the amount equal to one times the employee's annual base salary rounded to the nearest $500 for each full time employee.
  2. An employee can elect to pay for additional life and dependent life insurance on a payroll deduction. The premium is determined by age and increment of insurance.
IV. Disability Leave
  1. Eligible after six months of employment
  2. 100% pay for maximum of 26 weeks
V. Long Term Disability
66% pay after 26 weeks of disability for illness or accident for duration of disability. Offsets for Social Security disability, Wisconsin Retirement System disability, and Worker's Compensation.
VI. Social Security
Racine County contributes the statutorily required employer's share of social security contributions.
  1. Wisconsin Retirement Fund
  1. Effective from date of hire.
  1. The County contributes to the Wisconsin Retirement Plan on behalf of the Command Staff member that portion of the Command Staff member's share equal to a maximum of seven percent (7%) of the Command Staff member's gross earnings in addition to such amounts contributed by the County which are required by statute.
VIII. Holiday Pay
Effective from date of hire, full pay for the following holidays:

The floating holiday must be used in the year earned or it will be forfeited.
IX. Vacations

  2. Reimbursement of up to three (3) paid days for the purpose of arranging and attending the funeral of a member of the employee's immediate family.

XII. Overtime Pay
Law enforcement related work and mandatory training requiring the employee to work beyond the normal shift, or on normal off days, shall be compensated with compensatory time off or pay, at the officer's discretion, at one and ½ hours for each hour of such overtime worked.
Exception: Administrative work that requires the employee to work beyond the normal shift, or on normal off days, will not be compensated for overtime.
  1. Clothing Allowance
$425 will be folded into the annual salary, prior to the general salary increase.
XIV. Deferred Compensation
Optional - Automatic payroll deduction from salary prior to tax deductions into a tax deferred savings program. Open enrollment is available twice per year.

XV. Direct Deposit
County employees are eligible for direct deposit of payroll checks at participating banks or financial institutions.
XVI. Tuition Reimbursement
  1. Available to actively employed, regular full time employees who have passed their trial period. Limited to $600 per calendar year or until budgeted monies are used, whichever comes first. Subject to department manager approval. Employee must remain in active service for at least one year after completion of courses.
  2. Benefits are available for acceptable course work from an accredited school such as:
  1. Courses which directly relate to an employee's current job or would improve his/her skills on the job or advancement opportunity in his/her department.
  2. Courses within an Associate degree, Bachelor's degree, or Master's degree program that lead to a relevant degree within County government.
  3. Reimbursement is a percentage of tuition and books dependent upon level of passing grade, with a cap of $720 per calendar year.

For additional information on tuition reimbursement, refer to the Human Resources Policy Manual or article XXIV in the bargaining agreement.
For any difference between this document and the bargaining agreement, the benefits specified in the bargaining agreement are applicable.
