ORGANIZATIONAL SUMMARY:
The Institute for School-Community Partnerships, Integrative Services, and Child Mental Health and Educational Policy (ISCP), which is part of the College of Education, envisions that all schools in Florida and nationally will have the capacity to provide a safe, effective, and efficient environment to continuously improve the academic, social, and emotional growth of all students and to actively engage families and communities in education. The ISCP's nearly $23 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through training, technical assistance, and support to key partners; community-engaged research and program evaluation to inform key partners' decision making; the development of research and evidence-based documents, tools, and resources to support implementation and evaluation activities; and supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.

POSITION SUMMARY:
SRLDs will evaluate a school's improvement plan for alignment with the school district's K-12 comprehensive reading plan under s. 1011.62(9)(d), F.S. and the school district's allocation of resources as required by s. 1008.25(3)(a), F.S. SRLDs will provide training, technical assistance, and support to schools and districts identified for literacy support based on State of Florida criteria. They also will support schools and districts with monitoring of literacy plans and with using data to continuously improve literacy instruction.

SPECIAL REQUIREMENTS:
Reading Certification or Reading Endorsement is required.
Knowledge: A thorough understanding of the following is vital:
- Scientific reading research and evidence-based practices for effective classroom instruction, assessment, and intervention in literacy
- Florida's B.E.S.T. Standards for English Language Arts
- Florida's Multi-Tiered System of Supports/Response to Intervention
- Data analysis and application

Skills: Acquisition of the following expertise is crucial:
- Explicit, systematic instructional delivery that engages adult learners
- Ability to effectively prioritize, schedule, manage, and organize multiple daily tasks to achieve goals
- Ability to administer and interpret reading assessments and use data to determine professional development needs, and recommend changes to improve school-wide and/or classroom instructional practices

RESPONSIBILITIES:
- Provide ongoing technical assistance and support to schools to promote effective literacy practices.
- Provide initial and ongoing professional learning focused on a variety of literacy topics (e.g., Florida's B.E.S.T. ELA standards, science of reading, evidence-based literacy practices, screening and progress monitoring to inform decision-making). SRLDs provide professional learning face-to-face and virtually.
- Support districts and schools with consistent, coordinated use of high-quality instructional materials and supplemental materials; with core reading instruction; and with their multi-tiered system of supports, among other areas.
- Monitor district-, school-, and classroom-level data to provide targeted supports to districts, school-level literacy leadership teams, coaches, and teachers.
- Provide training and support for teachers, coaches, and other educators to build their capacity to deliver high-quality literacy instruction and to earn their reading endorsement and/or Literacy Coach Endorsement.
- Perform other duties as assigned.

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in a field directly related to the program responsibilities and seven years of professional experience; or Master's degree and five years of professional experience.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.

PREFERRED:
- Master's Degree in Education Leadership
- Minimum of five (5) years teaching experience with documented success in teaching reading.
- Literacy Coach Endorsement
- Reading Certification or Reading Endorsement is required.
- Certification in one of the following:
- Elementary Education (grades 1-6)
- English (grades 1-6)
- Middle Grades English (grades 5-9)
- Middle Grades Integrated Curriculum (grades 5-9)
- Successful experience designing and delivering professional development for adult learners specific to literacy instruction at the school and district levels
- Substantial experience in literacy coaching (three or more years) and monitoring student progress data in reading
- Experience mentoring, coaching, and providing oral and written feedback about literacy instruction to classroom teachers
- Successfully demonstrate competence on the evidence-based strategies identified pursuant to s. 1001.215(8), F.S.
- Experience leading others in a collaborative process
- Experience analyzing and using student achievement data for instructional purposes
