Position Description
This position will coordinate, supervise and manage the financial activities for one of the City of Minneapolis third largest department, Community Planning & Economic Development (CPED).
Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
- Core responsibilities to include overseeing departmentwide financial activities, reporting, and budgetary needs of CPED.
- Coordinate, supervise and manage the financial expenditures and revenue activities to ensure compliance with City financial policies, federal, state, local, Special Revenue, and Enterprise funds.
- Direct the supervision of financial operations accounting staff in all divisions of the assigned department.
- Reconcile accounts and oversee use of Tax Increment Financing funds ensuring correct allocation and accounting.
- Prepare and submit Budget Requests and review and coordinate the process ensuring that annual financial commitment and funds source allocation is legitimate and accurate.
- Provide appropriate records of an accounting and fiscal nature for use by management and as required by law.
- Prepare regular financial statements and reports on a wide variety of related matters as required/requested.
- Monitor and analyze appropriations, expenditures, and encumbrances to maintain a balanced budget, determine annual carryover, prepare appropriate reports, and provide financial advice to management.
- Coordinate State Auditor activities as they relate to funds and implement recommendations as required.
- Assist in the development and implementation of new systems and sub-systems.
- Write/update financial operations procedures manual.

Required Qualifications
Minimum Qualifications
Bachelor's Degree in Accounting or equivalent
Minimum Experience
Three years experience performing similar duties
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Desirable Qualifications:
- Experience with grant-funded projects.
- Experience preparing of annual comprehensive financial reports.
- Use and analysis of a project costing system.
- Experience working with various departments' management staff and developing a professional/cooperative working relationship with them.
Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire in two months after it has been established.
Knowledge, Skills and Abilities
- Good knowledge of generally accepted accounting principles (GAAP) & General Accounting Standard Board (GASB).
- Considerable knowledge of governmental accounting, fund accounting, cost accounting, and accrual accounting.
- Good knowledge of development accounting as it relates to community planning and/or economic development including Tax Increment Financing, public bonding/debt, and Public Financing of major development projects.
- Knowledge of and experience with a major Enterprise Resource Planning system, such as PeopleSoft, as well as advanced PC skills.
- Good analytical abilities in relation to review of financial statements, account activity, etc.
- Strong oral and written communication skills.
- Good human relations skills.
- Good time management skills.
- Ability to work under pressure and prioritize multiple assignments.
