Budget Director

Salary: $109,000 - $124,000

Classification: Administrative/Exempt

Reports to: Chief Financial Officer


The Budget Director oversees the development and implementation of the college’s annual budget. This position will be responsible for grants management and for administering the annual operating budget process across the college, recommending policy, procedures, and organizational structures for an effective and efficient process.

The Budget Director supervises the grant writer and budget analysts and collaborates with the accounting team and departments across the campus. This position has financial responsibilities to direct, coordinate, and assist with the college-wide operating, capital budgets, and grants.

  1. Develop and oversee the implementation of the college's annual budget in collaboration with relevant departments and stakeholders.
  2. Oversee entry of budget into ctcLink.
  3. Provide assistance to development of Grant budgets.
  4. Develop, implement, monitor, control budgets, create forecasts.
  5. Establish standards, budgetary control procedures.
  6. Prepare, review, and analyze historical trends, complex performance indicators, benchmark data, and perform projection methodologies.
  7. Responsible for providing accurate financial reports to department budget managers.
  8. Monitor budgetary performance, analyze variances, and provide regular reports to senior management, identifying areas for improvement or corrective action.
  9. Conduct financial forecasting and planning to ensure the college's long-term financial sustainability and alignment with strategic goals.
  10. Coordinate budget preparation processes, including gathering input from department heads, compiling budget proposals, and presenting recommendations to the executive team.
  11. Responsible for grants management including full cycle tasks such as pre-award, award, and post-award.
  12. Responsible for designing, developing, implementing, and interpreting grants/assistance management policies, procedures, and practices.
  13. Serve as liaison between campus grant staff to ensure compliance requirements by conducting post-award reviews and analysis.
  14. Responsible for performing final review of completed awards, making appropriate adjustments or disallowances, and processing close-outs; and ensuring compliance with all regulatory and legal requirements.
  15. Provide guidance and support to departmental budget managers, assisting with budget development, monitoring expenditures, and ensuring compliance with financial policies and procedures.
  16. Collaborate with the finance team to maintain accurate financial records and support internal and external audits.
  17. Stay informed about relevant laws, regulations, and best practices in budgeting and financial management, develop, recommend, and implement policies, principles, and guidelines, recommending updates to existing policies and procedures as needed.
  18. Serve as a resource for college staff and faculty regarding budget-related inquiries, providing training and assistance as necessary.
  19. Represent the college in budget-related meetings, committees, and other forums, advocating for the college's financial interests and priorities.
  20. Review, analyze, recommend, and implement allocations and budget requirements to ensure operational, strategic direction, planning, and accountability.
  21. Perform all supervisory functions for budget analysts, such as performance management, team building, hiring, and training.
  22. Analyze complex financial and statistical data, and complex financial reports, to streamline/improve processes.
  23. Ensure that program and agency strategic planning and performance measurements are integrated with budget planning and program evaluation.
  24. Exercise sound judgment in interpreting and applying relevant laws, regulations, and best practices to ensure compliance in budgetary processes.
  25. Manage budget-related projects such as implementation of new systems or processes.
  26. Attend SBCTC meetings, ctcLink trainings and workshops when needed.
  27. Maintain historical and current materials related to the campus budget as well as the funding and allocation formulas.
  28. Manage State allocation spending and balancing.
  29. Supervise the maintenance and tracking of capital project allotments, budgets, funding sources, and expenditures.
  30. Assist with the coordination of fiscal year-end closing activities in conjunction with budget and grant activities.
  31. Assist CFO with presenting to the Board of Trustees.
  32. Perform other related duties as assigned and/or required.
Minimum Qualifications
  1. Bachelor's degree in finance, accounting, business administration, or a related field.
  2. Minimum of 5 years of experience in budgeting, financial planning, or a related area with 2 years of supervisory experience.
  3. Proficiency in budgeting software, financial modeling tools, and Microsoft Office Suite; experience with enterprise resource planning (ERP) systems preferred.
  4. Knowledge of budgeting principles, accounting standards, and regulatory requirements applicable to higher education institutions.
  5. Experience with automated financial software. Experience in implementation of organizational efficiencies and process improvements that deliver measurable results. Intermediate level computer competency, including Microsoft Office applications.
Desired Qualifications
  1. Experience in higher education or public sector. Experience with Peoplesoft financial software, or Oracle PBSC.
  2. Master's Degree in Accounting, Finance, Business, or a closely related field.
Terms of Employment

This is a full-time exempt position scheduled to work Monday through Friday. The salary for this position is $109,000 - $124,000 annually, which includes a generous benefits package.
