This role offers a unique opportunity todevelop and support innovative compliance strategies to ensure that executive branch agencies conduct procurements in alignment with the Commonwealth’s statutes, regulations, and policies. Working under the direction the Director of Compliance and closely with the OSD Legal team and other Compliance staff members, you will play a pivotal role in analyzingExecutive agency procurement activities, reviewing documentation in the COMMBUYS/CLM eProcurement platform, and assisting in devising and implementing OSD policy and processes related to agency procurements. The successful candidate will be the primary contact with executive agency procurement staff and should be comfortable answering questions, drafting guidance, reviewing corrective action plans, and fostering excellent relationships with internal and external procurement stakeholders. Key Responsibilities: * Monitors executive agency and other procurement activities, services, and functions through observation, interviews, reviews, audits, evaluations and/or conferences to ensure compliance with governing laws, rules, regulations, program goals, etc. to provide feedback concerning procurement activities. * Reviews reports, documents and pertinent information concerning alleged non-compliance with laws regulations and policy to determine the appropriate corrective actions. * Serves as liaison and main contact to assigned agency personnel to provide information concerning, and encourage compliance with, the provisions of laws, rules, regulations, etc. * Responds to inquiries to provide information concerning agency policies and procedures and laws, rules and regulations governing agency activities * Obtains evidence and establishes facts concerning alleged non-compliance with laws, rules and regulations by interviewing individuals and conducting on-site visits to determine extent of non-compliance and to prepare evidence or information for appropriate action. * Confers with internal and external stakeholders to resolve issues and to encourage compliance with established laws, rules and regulations. * Prepares memos, reports, correspondence, and corrective action plans concerning assigned activities to provide requested information and make appropriate recommendations. * Participates actively in the design and management of compliance reporting tools and works effectively to identify opportunities for process improvement to improve quality and efficiency of unit activities. * Participates actively in drafting and revising OSD Compliance policy, standard operating procedures, training materials, and other written documents and communications. * Performs related duties such as maintaining records, attending meetings, and preparing correspondence. Requirements: * * Ability to understand, explain and apply the laws, rules, regulations, policies and procedures, governing Compliance Unit activities. * Ability to gather information through questioning and fact-finding, examining records and documents, and employing investigative techniques to obtain information. * Ability to analyze and determine the applicability of data to draw conclusions and make appropriate recommendations. * Strong organizational skills needed to maintain accurate records in both written and electronic format * Excellent written communication skills, including preparation of reports, memos, and corrective action plans. * Strong oral communication and presentation skills * Excellent time management skills, ability to work independently and meet deadlines. * Proficiency with Microsoft Office 365 tools, including Teams, Outlook, Excel, Word, and PowerPoint, as well as databases, applications, and other organizational and presentation software. * Ability to supervise, including planning and assigning work, conducting periodic performance reviews and training, and motivating staff to work effectively, when necessary.
