Completes contacts with customers, answers telephone inquiries with a wide range of individuals who have varying degrees of understanding, or with third party representatives, CPAs, practitioners, attorneys Foreign Bank Account Report who possess a professional understanding. Provides full explanations to specific inquiries initiated by the individual, generated by notices, or internally generated assignments. Elicits sensitive, personal, and financial information from individuals to ensure compliance with reporting and disclosure requirements. Makes determinations and uses sound judgment concerning taxpayers' data and responds appropriately to degree to which the individual understood their responsibilities and whether errors in their records reflected honest mistakes or fraudulent intent. Advises taxpayers of the enforcement actions that may be taken if failed to meet commitments to file return and/or pay tax liabilities. Researches relevant laws, cases, and other base sources for information to inform taxpayers of their reporting responsibilities. Educate taxpayers on future actions needed to achieve and maintain voluntary compliance by computing and/or advising on tax liability. Maintains, monitors, or updates work status and inventory records; ordering research; acknowledging correspondence; maintaining, updating, and initiating personnel records; and performing other support activity. Prepares and maintains regular inventory reports using established formats and sources of data applicable to the program, functional, or organizational reporting requirements. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience with legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying experience includes: Experience preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. OR You may substitute education for specialized experience as follows: 1 full academic year of graduate education or law school with a major study in accounting or law. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR A combination of qualifying graduate education and experience as described above. SPECIALIZED EXPERIENCE: GS-09: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying experience includes: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. And responds to inquiries from taxpayers and revenue agents. OR You may substitute education for specialized experience as follows: 2 full academic years of progressively higher level graduate education or law school with a major study in accounting or law or master's or equivalent graduate degree with a major study in accounting or law or master's OR LL.B. or J.D. degree. OR A combination of qualifying graduate education and experience as described above. SPECIALIZED EXPERIENCE: GS-11: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience in legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying experience includes: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. And serves as a Technical Advisor to the field on penalty guidance and gives instruction to less experienced examiners. Responds to inquiries from taxpayers and revenue agents. OR LL.M. degree with specialization in Taxation OR A combination of qualifying graduate education and experience as described above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is a bargaining unit position. Tour of Duty: Day Shift: Start and stop times between 6:00 am and 6:00 pm. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
