Project Control Manager


POSITION PURPOSE
The Project Control Manager is an exciting opportunity to work in a dynamic and challenging environment while offering a critical role within our organization. Responsible for managing and overseeing the financial and contractual aspects of Federal Government contracts, the ideal candidate will have at least 5 years of experience in this field and will be adept at producing accurate and timely financial reports, establishing effective relationships with stakeholders, while playing a key role in ensuring the financial health and compliance of our Federal Government contracts, contributing to the overall success of our projects.

ESSENTIAL FUNCTIONS
  1. Prepare and deliver comprehensive status reports to determine contract funding, backlog, and the accuracy of CLIN (Contract Line Item Number) spending.
  2. Monitor available funding to ensure that project finances are managed effectively.
  3. Responsible for coordinating annual operating plan and forecasting.
  4. Establish and maintain strong relationships with company stakeholders, partners and Government personnel.
  5. Provide clear and accurate answers to project-related questions from stakeholders.
  6. Compile program financial variances for monthly and quarterly reporting requirements.
  7. Ensure that all financial data is accurate and up-to-date.
  8. Oversee analysis of financial impacts associated with changes to statements of work to be included in contract modifications for ongoing projects.
  9. Oversee the monthly billing process for Federal contracts to ensure timely and accurate invoicing.
  10. Collaborate with accounting and finance teams to resolve any billing issues.
  11. Conduct thorough reviews of program Estimate at Completions (EACs) with company stakeholders and partners.
  12. Coordinate and review project financial forecasts based on current and historical expenditure rates and terms of applicable subcontracts.
  13. Drive the preparation of new work bid submissions in response to Requests for Proposals.
  14. Other tasks and duties as assigned.
  15. Occasional travel may be required.
KNOWLEDGE & EXPERIENCE
  1. Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  2. Minimum of 5 years of experience in project control management, particularly with Federal Government contracts.
  3. Strong understanding of contract funding, backlog management, and CLIN spending.
  4. Experience with financial variance analysis and reporting.
  5. Proven ability to establish and maintain effective relationships with stakeholders.
  6. Excellent communication and analytical skills.
  7. Proficient in Excel and Microsoft products.
  8. Attention to detail and high level of accuracy in financial reporting.
  9. Strong organizational and time management skills.
  10. Ability to work independently and as part of a team.
  11. Excellent problem-solving and decision-making abilities.
  12. Proven ability to handle sensitive information with confidentiality.
  13. Possess knowledge and understanding of federal procurement and budget regulations to include the Federal Acquisition Regulation.
MACHINES & EQUIPMENT
The incumbent must be able to effectively operate the current computer system, telephone system, and other office machines such as a copier.

PHYSICAL REQUIREMENTS
Must be able to lift and carry up to 20 pounds. Must be able to talk, listen, and speak clearly on the telephone.

WORKING CONDITIONS
The incumbent works in an office environment that is not substantially exposed to adverse environmental conditions such as heat, cold, or extreme noise. Routine periods of being on the phone utilizing a headset, sitting and data keying are required. Periodic times working at the office site may be required.

Security and privacy training will be provided as part of this role to protect the confidentiality, integrity, and availability of PCS’ associate and customer data.
