Position Summary:

The Senior Director of Policy will manage the Medicaid portfolio and intervene at the federal, legislative, executive, and judicial level to advocate on behalf of our constituency. The Senior Director joins a team of highly experienced policy advocates working to advance the interests of people with IDD in the development and implementation of federal legislation and regulations. As part of the Policy and Advocacy Team, the Senior Director will provide advanced analysis and advice on specific assigned issues, but also general guidance and assistance on other issues affecting The Arc and its mission.


The ideal candidate will help maintain a culture of high performance and ingenuity, continuously improving processes and delivering world-class policy analysis to The Arc and its partners. The Senior Director is a self-starter with excellent management and communication skills, able to handle a varied role with a range of experience within public policy. This position requires limited supervision and is based in the Washington, DC metro area.


Job Duties and Responsibilities:

  • Evaluates and intervenes in federal legislative, executive, and judicial developments that impact our constituency on issues affecting Medicaid, long-term care policy, direct support professionals, and other related issues.
  • Establishes strong relationships with key Members of Congress, their office and committee staffs, and key personnel in the executive branch.
  • Coordinates and provides strategic support to the federal policy team.
  • Participates in and attends Congressional hearings, providing advice on policy and witnesses, executive branch meetings, and events.
  • Represents The Arc in leadership roles in CCD, Disability and Aging Collaborative, Medicaid Legislative Coordinating Committee, and other coalitions, steering committees, boards, and related entities.
  • Provides technical assistance and policy guidance to state chapters, grasstops leaders, and self-advocates on Medicaid issues by developing materials and providing training.
  • Liaison with existing care funders and cultivates potential new funders.
  • Helps witnesses connected to The Arc prepare and deliver Congressional testimony or appear before executive branch advisory boards or other such entities.
  • Assists in producing the Disability Policy Seminar with other national disability organization partners.
  • Participates in the work of the Policy and Positions Committee of the Board of Directors.
  • Produces legislative status Board reports, lobbying reports, and other administrative reports as needed.
  • Performs other duties as assigned.

Qualifications:

  • Bachelor's Degree, with experience in disability policy, public policy, or a related field. Advanced degree preferred.
  • Minimum 7 years' experience in one or more relevant policy area(s) and an interest in disability policy with a minimum of 10 years of work experience.
  • Excellent written and oral communication skills.
  • Excellent analytic, organization, planning, and interpersonal skills.
  • High emotional intelligence and exceptional listening and interpersonal skills to interface with different audiences.
  • Ability to adapt approach in real-time to match shifting priorities.
  • Ability to operate independently and as a team member, regularly using judgment and discretion in accomplishing goals and objectives.
  • Experience creating strong partnerships with leaders and the ability to influence without authority.
  • Ability and desire to work in the office 2 or more days per week.

Benefits, Compensation, and Work Environment

This is an at-will, full-time employment position. Competitive salary based on education and experience, base salary range of $115,000 - $145,000. Comprehensive benefits package that includes health and dental insurance, 403(b) employer contribution, accrued vacation and sick leave, paid family leave, and more. Majority of work is completed on a computer and in meetings (in-person and virtual).
