Summary You will serve as an Environmental Engineer within NAVAL RESEARCH LABORATORY This is a public notice flyer to notify interested applicants of anticipated vacancies. Responsibilities You will provide invaluable technical support to NRL's scientific and engineering community, most of whom hold advanced degrees and many of whom are recognized experts in their respective fields. You will lead and/or coordinate team in various research study activities as assigned and will conduct pollution prevention assessments in laboratories and facility shops. You will be responsible for all assigned facets of the Environmental Protection Program. You will be responsible for preparing documentation alongside research biologists and legal staff for contributions to the National Environmental Policy Act (NEPA) while considering associated protection laws. You will review inspection reports and self-monitoring reports for the activity, conduct preliminary investigations, and notify Laboratory Management of noncompliance cases and steps/timeframes needed to correct violations. You will review blueprints, schematic diagrams and engineering plans of proposed construction or alteration of industrial, research, recreational, administrative and other facilities from an environmental perspective. You will develop new or revised guidance material for Lab-wide use in various forms pertinent to policy, procedures, methods and technical criteria for the development of plans for the repair, modification or construction of NRL facilities. You will provide compliance oversight and regulatory support for the Title V Permit issued pursuant to the Clean Air Act including permit preparation and responsibility for meeting all requirements of the Title V permit. Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized Engineering experience equivalent to the NP-02 (GS-05/10) level performing some or all of the following duties: 1) providing technical support and guidance to the scientific and engineering personnel; 2) conducting studies or inspections of facilities to determine compliance/noncompliance with State and Federal environmental laws and regulations; 3) reviewing blueprints, schematics and engineering plans of proposed facilities construction or alteration to assess environmental impact; 4) Analyzing, identifying, and testing oils, fluids, and potential contaminants in air, soil, and water for samples and situations that require method modification and development; 5) assisting in the development of guidance material such as regulations, technical manuals, circulars, etc.; and 6) providing overall planning, direction and execution of an Environmental Protection Program. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. For more information, please visit: OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Substitution of Education for Experience: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, if related, can be used to meet the minimum qualifications for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR A combination of experience and education as described above that equates to one year of experience may also meet the minimum qualification requirements.
