Description
The Auditor of Public Accounts (APA) is a constitutional office led by the elected Auditor of Public Accounts,Allison Ball. The APA is responsible for performing audits of state and local governments. The Office of Planning and Management within the APA is a small and highly efficient team of financial, IT,and Human Resources professionals supporting over 250 team members who perform a variety of administrative,investigative, and audit functions. Responsibilities include, but are not limited to, the following:
- Analyzes all APA/COO complex user requests for the development or modification of complex computerprograms.
- Conducts feasibility analysis for proposed end-user platforms within the agency.
- Liaison between APA/COO, COT, and other IT-related vendors on the development, design, and format ofboth internal and public-facing web-based dashboards, documents, screens, files, and programs.
- Writes specifications for systems developed at COT or through IT-related vendors.
- Supports APA/COO end-users in new or existing computer systems.
- Prepares and maintains detailed technical documentation.
- Tests all phases of the technology systems to ensure that end-user needs, agency requirements, andagency goals are met.
- Writes procedures and other quick-reference materials to aid in users with operation of agency systems.
- Develops, coordinates and trains APA/COO users in the operation of the technology, coordinates with allsystems analysts to implement digital systems, and identifies and corrects production problems with COT, ifnecessary.
- Exercises sound judgment and maintain strict confidentiality.
- Ensures APA/COO staff are up to date on plans, procedures, control commands, security, and protectionof computer resources, web-safety, fraud prevention, etc.
- Runs reports on program productivity, efficiency, and usage and communicates results with APA/COOleadership.
- Excellent oral and written communication skills.
- Strong ability to work effectively with all levels of staff.

- Strong analytical and organizational skills, as well as intense attention to detail.
- The ability to problem-solve through critical and creative thinking.
- Initiative to be self-motivated, follow through with assigned tasks, and meet established timeframeswith a minimum amount of direction.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.
Substitute EDUCATION for EXPERIENCE: Related technical or vocational training will substitute for the bachelor's degree requirement on a year- for-year basis. A master's degree in computer science will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Experience in computer programming, systems analysis, and/or computer operations will substitute for the bachelor's degree requirement on a year for year basis. Experience in business or public administration, statistics, research, or a related field will substitute for the bachelor's degree requirement on a year for year basis. Current or prior military experience will substitute for the required college on a year for year basis.

Work is typically performed in an office setting.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
