  1. Lead Project Manager
    • Understanding of information assurance, cybersecurity, privacy policies disciplines, methodologies.
    • Understanding of Federal Information Security Modernization Act 2014 (FISMA)
    • Understanding of the National Institute of Standards and Technology (NIST) Risk Management Framework (RMF)
    • Understanding of the NIST Cybersecurity Framework (CSF)
    • Understanding of Identity, Credential and Access Management (ICAM) implementation.
    • Understanding of the National Initiative for Cybersecurity Education, National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework, and Cybersecurity Workforce Framework, Federal Cybersecurity Workforce Assessment Act of 2015.
    • Ability to work with customers to assess needs, provide assistance, resolve problems, satisfy expectations; knows products and services.
    • Understanding of CSAM reporting and controls management (Common, Hybrid, and System specific).

Comprehensive understanding of current principles, practices, and techniques of Systems Analysis, Business Analysis, and Business Intelligence. Ability to communicate effectively, both orally and in writing.

  • Ability to design, manage, and deploy data systems, reports, and dynamic dashboards, as well as training users in these systems and the use of reports.
  • Ability to present analytic findings, extracting data from multiple sources, manipulating and validating data, and conducting root cause analysis.
  • Knowledge of current computing technologies and software applications such as specialized Business Intelligence software, SQL query language, Microsoft SharePoint, and other database applications i.e., Tableau, BI 360 & Power BI, Hyperion, and SQL Reporting Services expertise preferred.
  • Skilled in using Microsoft tools: Word, Excel, Project, PowerPoint, and Visio.

The Contractor shall provide the Contracting Officer and the COR thirty day(s) prior written notification before removing Key Personnel from the task. In addition, the Contractor cannot remove Key Personnel from the task without the submission of appropriate replacement staff. The Contractor shall ensure that replacement staff receives sufficient cross-training from the Key Personnel they will replace to prevent a reduction in the level of service delivery. Key Personnel are not authorized to begin work under the task until the Contracting Officer/COR provides written approval of resumes.

3.4.1 LEAD PROJECT MANAGER The Contractor shall identify a Project Manager (PM) by name who shall provide management, direction, administration, quality assurance, and leadership of the execution of this TO. In addition to the expertise in Section 3.4, the PM must possess the following qualifications:

  • PMP Certification.
  • Experience with managing Federal contract projects and the ability to communicate effectively both orally and in writing.
  • Understanding of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and performance.
  • Ability to facilitate workshops that foster business buy in and drive solutions that meet business needs and adhere to DOT strategies.
  • Understanding of Enterprise architecture program development including linkages with project implementation, infrastructure, cybersecurity, and records management.
