Education/Training/Experience

Preferred Qualifications

Education/Training/Experience

  • A Master’s degree in architecture, engineering, public administration, or related field.
  • Experience translating educational program requirements, and demographic trends, to facility needs, and conducting public involvement processes in a collaborative manner.
  • Successful experience with administrative and supervisory responsibilities.
  • Experience in school building design and construction.
  • Experience with educational facilities planning.

Knowledge/Skills/Abilities

  • Strong background in structured project management and strong analytical skills.
  • Ability to build and manage a departmental budget.
  • Understanding of public school system policies and procedures as they relate to planning, design and construction.
  • Familiarity with the FCPS policies, goals and programs.

Role

The Director of Capital Programs is responsible for administration and supervision of the facilities planning, design, and construction functions of the Frederick County Public Schools. Primary responsibilities include supervision and coordination of budgeting (capital and operations), planning, design, construction and major renovation of schools and related functions of the FCPS. This position is responsible for project programming, budgeting, personnel administration, and enforcement of BOE policies and procedures for these functions. This position supervises the overall preparation of the Education Facilities Master Plan, the six-year Capital Improvement Program, the operating budget, and related plans of the FCPS.

Essential Functions

Reporting directly to the Executive Director of Maintenance and Operations, the Director of Capital Programs performs the following duties:

  • Manages the FCPS Capital Programs.
    • Supervises the offices of Facilities Planning and Capital Project Management.
    • Coordinates review of school designs.
    • Supervises administration of school construction projects.
    • Coordinates construction project evaluations and closeouts.
    • Responds to BOE and public information requests as needed.
    • Assures conformance with BOE Policy and FCPS Regulations.
    • Ensures equity and fiscal responsibility in all projects.
  • Coordinates selection of design and construction professionals.
    • Coordinates project schedules with the BOE approved Capital Improvements Program.
    • Assists in selection of architects and other design and construction professionals as required for each project.
    • Supervises the administration of consultant contracts associated with construction projects.
    • Coordinates and maintains records of evaluations of consultant performance.
  • Manages new school and school renovation project budgets.
    • Responsible for the preparation and management of the capital budget for major and systemic renovation projects.
    • Reviews and manages individual project accounts funded in the Capital budget.
    • Prepares regular reports for the BOE on the status of all major capital projects.
    • Recommends change orders, transfers and other changes to project related budgets.
    • Negotiates resolution of conflicts between the design and construction teams as necessary.
  • Coordinates Design and Construction Projects with County and State Officials.
    • Coordinates review of projects with local permit authorities.
    • Updates FCPS designated construction program with changes in State and local regulations and guidelines.
    • Coordinates design and construction with FCPS Purchasing Department.
    • Manages State funded construction programs as required.
  • Develops programs, designs, and building improvement projects funded in the Capital outlay budget.
    • Prepares the annual Capital Outlay (chapter 15) budget.
    • Coordinates with school based and central office staff the selection of projects funded in Chapter 15.
    • Determines schedule and prepares status reports on the progress of completion of projects funded in Chapter 15.
  • Manages records of plans and documents associated with capital planning and projects.
    • Ensures the completion and submission of the annual update to the Educational Facilities Master Plan.
    • Provides supervision for the capital improvement program and annual funding requests.
    • Supervises the managing of all architectural and other plans associated with new school and renovation projects.
    • Develops and implements a program for ongoing access and electronic storage of plans and specifications.
  • Manages the administrative and personnel function of the Department.
    • Prepares reports and studies for the Board of Education, State IAC, and other agencies.
    • Supervises and evaluates personnel assigned to the Director of Capital Programs.
    • Evaluates Department’s effectiveness and prepares status reports on progress made in achieving departmental goals.

Performs other duties as assigned by the Executive Director of Maintenance & Operations.

Salary

· Executive Leadership Salary Scale EL2: $152,447 annually; starting

Under the Fair Labor and Standards Act this position is exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System. Please see above link for full salary range.
