Description:

The Human Resources (HR) Associate initiates, coordinates, organizes, human resources (HR) functions and related activities for the department. These functions include but are not limited to recruitment of faculty and staff; onboarding of new employees; employment and payroll processing; training and compliance monitoring, maintaining compliance with current University and Department policies, procedure, protocols, statutes and rules.

Duties & Responsibilities

Personnel

  • Responsible for the payroll and human resource functions for faculty/academic and civil service employees within the department utilizing University HR/Pay systems, e.g. Banner, HR Front End, GoTime, PARIS, Kronos, etc. Payroll functions include, but are not limited to, time entry review, processing merit increases, lump sum payments, stipends, overpayments, pay adjustments, change of pay status, and waiver issues.
  • Serves as a liaison and resource for employee leaves of absence such as the Family Medical Leave Act (FMLA), State University Retirement System (SURS), Victims Economic Safety and Security Act (VESSA), etc.
  • Confers with and assists hiring units regarding recruitment requests for all employee classes; coordinates and manages the recruitment processes including, but not limited to, job descriptions, advertisements, reviewing applicant qualifications, interview scheduling, reference checks, extending offers.
  • Responsible for the record management functions, including maintenance, retention, transfer, and disposition of personnel records and files to ensure compliance with regulatory guidelines (University, UI Health, State and Federal Government, The Joint Commission (TJC), etc.).
  • Responsible for ensuring all departmental, campus, UI Health, and departmental new hire onboarding requirements are met (mandatory clearances, orientations, compliance trainings, etc.) for all employee classes, e.g. residents, faculty, civil service, etc.
  • Responsible for maintaining Academic Vacation and Sick Leave (AVSL) and GoTime records. Accurately calculates all leave taken and accrued in accordance with the Fair Labor Standards Act.

Administration

  • Serves as the liaison between the Department of Pharmacy Practice, Ambulatory Care Pharmacy Services, Hospital Pharmacy Services, and College of Pharmacy (COP) in HR matters.
  • Serves as department security contact, initiates security application access requests, maintains department electronic e-mail list.
  • Monitors compliance with university and department requirements including, but not limited to licensure, training and conflict of interest/commitment reporting, State Officials and Employees Ethics Act (SOEEA), etc.
  • Collaborates with COP HR as a resource on HR related items, such as promotions, overcompensation, etc.
  • Consults with the Department DAO and College HR on interpretation, application and dissemination of department, college and campus HR policies and procedures.
  • Assists with other HR related administrative activities and support as assigned.

Employee Relations/Legal

  • Maintains current knowledge of University labor agreements, Federal guidelines and laws, such as the Family Medical Leave Act (FMLA) and the Fair Labor Standards Act.
  • Assembles and reviews records, reports and documentation of employee grievance, disciplinary and performance actions. Ensures compliance to legal requirements relating to grievance procedures, international student and staff affairs (visa requirements) FMLA, etc. is met. Coordinates with the Office of International Services (OIS), UIC Labor Relations and other departments as necessary.
  • Strictly follows established procedures related to confidentiality of data and information.
  • Perform other related duties and participate in special projects as assigned.

Minimum Qualifications Required:

  • Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
  • Two (2) years (24 months) of work experience performing professional-level human resources duties.
