Summary: This position is responsible for the management of the CMS Energy Management Department (EMD) which includes knowledge of building automations systems and is comprised of a team of project managers and EMS control specialists. Oversees maintenance of the database of utility expenses, periodic summary reporting, budget estimates (electric, natural gas, water, storm water), regulatory compliance, service contract negotiations, technical assistance to CMS Departments related to energy (usage and expense), general DOE regulatory compliance, and field audits/investigations. Also conducts and manages data analysis, technology health analysis (of automated remote computer control of HVAC and Lighting), and visionary responsibilities for improving HVAC-EMS optimal and cost efficient operation while ensuring comfort. The EMD-EMS Team collaborates with HVAC, electrical, and plumbing associates on the development, installation, maintenance, and control of energy efficient systems.
Essential Duties: (These duties represent a sample and may vary by position.)
- Researches, analyzes and recommends efficient and effective energy utilization by forecasting, planning, and monitoring utility usage (gas, electric, water, sewer, storm water, etc.)
- Timely responding to data/audit requests, including internal and external audits, to support portfolio operations and mitigate audit findings and discrepancies.
- Tracking, reporting, and data analysis of project savings towards program/portfolio goals including providing ongoing feedback to program advisors to promote strategic decision-making.
- Assist maintenance and construction Sr. Engineers and project managers in evaluating HVAC and energy equipment to ensure effectiveness and compliance with conservation goals. Review with consultants and equipment suppliers, designs, new technologies and products applicable for potential system or equipment upgrades and retrofits.
- Pursue outside funding/rebates for system modifications or equipment retrofits.
- Maintains and produces reports showing trends, and other data as well as coordinating with schools and their specific energy coordinators.
- Identifies high energy consumers. Accumulates and presents pertinent information to Sr. Engineers so corrective measures can be implemented.
- Oversees and collaborates with project managers' bidding, awarding, and managing of DDC Upgrade and Controls/HVAC Equipment/Component Optimization/Recommissioning contracts.
- Supervises, interviews, recommends candidates for hire, trains, evaluates performance and handles disciplinary issues as required
- Collaborates in the development of the long-range capital replacement program for all building systems.
Minimum
- Bachelor's Degree in mechanical or electrical engineering or in a technical discipline such as energy, sustainability, mechanical, electrical, electronics, IoT, computer, and/or automation engineering OR in lieu of degree, a minimum of 9 - 12 years energy conservation / energy efficiency experience is required.
- Five years of experience in management preferably supplemented by supervisory experience.
- Master's Degree in business
- Seven Years commercial/Industrial building automation systems control of HVAC hydronic systems and equipment
- Supervisory experience
Preferably certified in one of the following: CEM (Certified Energy Manager, AEE), PEM (Professional Energy Manager, IEP), PE (Professional Engineer, NC Board of Examiners), HVAC H1, H2, H3 Licensing (NC). Experience in Auto Cad Systems preferred.
Valid Driver's license required.
Knowledge / Skills / Abilities:
- Thorough knowledge of Energy Management Systems (EMS) (a.k.a. Building Automation Systems (BAS)) and their control of HVAC, electrical and plumbing systems and the processes of efficient energy.
- Thorough knowledge of remote and networked automatic computer control systems for buildings including remote building monitoring and operation (primary manufacturers include ALC-Carrier, Alerton-Honeywell, Trane, Johnson Controls, and Tridium-Honeywell-Invensys, BACnet and LON communications.)
- Knowledge of building, fire, and life safety codes.
- Knowledge of OSHA regulations.
- Knowledge of Federal & State energy codes and practical applications.
- Ability to utilize energy management control systems efficiently and train and direct project managers and control specialists in the proper operation and utilization of systems.
- Ability to analyze utility reports to identify energy or cost saving opportunities.
- Ability to develop and administer construction contracts and other service agreements.
- Ability to maintain, manage and prepare reports and records.
- Ability to select, supervise, train, and evaluate staff.
- Ability to communicate clearly and concisely, both orally and in writing.
- Proficiency in Microsoft Excel, Word, Outlook, Power Point, Access, and Visio software.
- Proficiency in energy management related software online cloud-based "Energy Manager by Dude Solutions", utilities tracking database.
- Proficiency in energy cost calculations.
