We celebrate diverse thinking and welcome contributions from all.What is Reserve Health Readiness Program ?RHRP provides health readiness support services, such as mental health assessments and post-deployment health reassessments, to the military Reserve Components nationwide and Active Duty Components in remote areas. Health assessments services are performed by group events, in-clinic individual appointments, and by providing call center support.What part would you play in this mission?Under the Reserve Health Readiness Program, you will provide technical and programmatic oversight and management of RHRP subcontractors; provide an independent assessment of the subcontractors performance, and identify, escalate and resolve subcontractor performance issues with the RHRP Program Manager (PM) and Deputy Program Manager (DPM). The RHRP SPM will focus on ensuring program management discipline and that subcontractors meet the program cost, schedule and performance requirements. In this rewarding role, the SPM is responsible for and manages all phases of the subcontract lifecycle including Request for Proposals (RFPs), development of management plans, negotiation strategy, and subcontract status monitoring and reporting working in conjunction with Leidos QTC Health Services procurement subcontracts administrator(s) and the RHRP program team.Essential Duties and Responsibilities:Acting as the primary focal point for the subcontractor; briefing the program manager/deputy program manager, customer, and Leidos QTC Health Services management on the subcontractor status and any issues affecting program performance, cost, or schedulePrimary technical interface with the subcontractor in coordination with the PM/DPM and procurement teamRepresents the subcontractors concerns and interests to the PMOInterfaces and coordinates between Leidos QTC Health Services, the subcontractor, and other subcontractorsObjectively determines the subcontractor status relative to technical, schedule, and cost performance to identify issues and ensure the subcontractor takes corrective actionsCompetencies:Experience with the Federal Acquisition Regulations (FARs) and understanding of Government procurement processes and regulationsExperience with Department and Agency level acquisition regulationsAdvanced knowledge of government and commercial subcontract administrationStrategic thinker with the ability to cultivate relationships at all levels of a companyAbility to interface confidently and effectively with the organizations executive leadershipStrong interpersonal and negotiation skillsAdvanced knowledge of MS Office, MS Project andSharePointExcellent business acumen and ability to make business based decisionsAbility to analyze a problem and recommend solutions, problem solving skills requiredAbility to work independently or in a team environmentAbility to work in a fast-paced team environment and work well under pressureSelf-motivated and demonstrated sense of urgencyAdditional Competencies:Vision to understand the entire program scope and the ability to lead and motivate the subcontractor to keep progress movingAbility to manage multiple ongoing projects/activities; detail orientedStrong project management and process i provement skillsSufficient domain technical knowledge to lead and participate fully in technical interchanges with the subcontractor and communicate customer technical questions and concerns accurately to Leidos technical staffSufficient technical or domain knowledge to oversee and evaluate products/services provided by the subcontractorSufficient technical knowledge to create or understand SOWs, specifications, SDRLs, interfaces, and requirements flow-downsUnderstanding of finance, subcontracting, contracting and contracts types, and scheduleUnderstanding of the FAR and other government regulations pertinent to the subcontractUnderstanding of fraud and compliance risk issuesTask lead management and general managerial experienceAbility to communicate, build relationships, and gain the subcontractors trustExcellent communication, negotiation, and interpersonal skillsProven capability to lead change in a team environmentEducation and/or Experience: (includes certificate and licenses)Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined educationAdvanced degree in a relevant field is preferred for this position.Experience in Managing Projects and Track Record: Minimum 10 years of successful Project or Program Manager experience.Contracting experience of 5 years preferredSolid experience in administering multiple subcontractsCertifications: PMP or other professional project/program management certification (e.g., DAWIA Level III) required.Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigationSalary Range: $101,536 - $150,226*The Leidos QTC Health Services pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
