INTRODUCTION

This position is in the Department on Disability Services, Office of the Chief of Staff (OCOS). The purpose of the position is to develop and support the management of the operational units within the OCOS to include new initiatives and projects. The incumbent will coordinate with the DDS Quality and Performance Management Administration (QAPMA), the State Office of Policy, Planning and Innovation (SOPPI), the Developmental Disabilities Administration (DDA), and the Rehabilitation Services Administration (RSA) on initiatives, performance improvement and resource management.


MAJOR DUTIES

The incumbent will work in collaboration with the Office of the Chief Financial Officer (OCFO) to manage and review grants, to monitor the disbursement of funds, to ensure compliance with grant activities, and provide technical assistance to support RSA program activities, as well as assist in all program areas of the OCOS.


  1. Manage the implementation of new and existing grants and keep abreast of the agency’s grant program and priority funding areas.
  2. Maintain grant management planning tools, such as an automated database and internal accounting records and develop detailed spreadsheets to manipulate and analyze data.
  3. Monitor and assess grant agreements for compliance with established financial policies and procedures to ensure grant funding is applied properly.
  4. Oversee the grant process and ensure all associated documents are accurate, current, and in compliance with District and Federal policies and procedures. Ensure reports are submitted and filed in a timely manner.
  5. Assemble and analyze fiscal data by capturing, tracking, and reporting revenue and expenses, including, but not limited to enrollment, utilization and cost analysis for services provided under the specific grant.
  6. In collaboration with OCFO, facilitate compliance audits and resolution of any findings. Complete required federal budget and reporting documents. Prepare comprehensive reports documenting grant monitoring activities and results.
  7. Make recommendations to enhance the program effectiveness, coordinate numerous projects and advise supervisor and program of cost-effective solutions.
  8. Provide administrative oversight to the RSA database management system. Participate in meetings to discuss proposed changes to the system based on new policies and procedures. Coordinate systematically across multiple DDS units and DDS contractors to implement proposed changes to the database system.
  9. Participate and lead monthly or quarterly meetings to report on the status of grants.
  10. Develop plans and schedules, estimate resources required, assign individual responsibilities, define milestones and deliverables, monitor activities, and evaluate and report on accomplishments.
  11. Identify alternative solutions to unique business challenges within assigned projects, integrate the work of others working on specific projects; Manage the day-to-day operational aspects of projects working with respective teams, stakeholders, or vendors.
  12. Develop, monitor, and present reports, for all stakeholders, on a project’s progress, associated risks, and expected outcomes, in which the incumbent finds an alternative solution.
  13. Implement and manage project changes and interventions to achieve project outcomes.
  14. Review deliverables prepared by the team before presenting them to management and executive leadership.
  15. Lead presentations, submit proposals for new initiatives, and provide effective project management.
  16. Conduct needs assessments and presents findings to executive leadership, as needed.
  17. Perform other duties as assigned.

Qualifications

Applicant must have one (1) year of Specialized Experience at the next lower grade level. Four years of related work experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that typically involves developing, scheduling, coordinating, and managing projects and resources.


EDUCATION

A 4-year course of study leading to a bachelor's degree with a major in any field;

or

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Desired Education: Master’s Degree in a related field preferred.


Work Experience/Knowledge Required

Expert knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including coordinating multiple efforts simultaneously, proactively troubleshooting problems, meeting deadlines, and advising supervisors and managers of key challenges or issues in a timely manner.

Expert knowledge of analytical and evaluative methods with a thorough understanding of regulatory programs are administered and applied to service delivery systems to include disability home and community-based services waiver, healthcare financing, medical and behavioral health access, and oversight for people with intellectual and developmental disabilities.

Expert knowledge of laws, regulations, rules, policies, procedures, and methods governing the administration of grants, cooperative agreements, and awards.

Expert knowledge of and familiarity with grants management, including proposal review procedures, grant monitoring, and review and issuance regulations.

Expert knowledge of best practices in disability services, disability rights, laws, employment regulations and disability funding.

Ability to apply critical thinking and problem-solving skills.

Ability to formulate a wide variety of recommendations aligned with the administration’s efforts to improve service delivery and mitigate risks while remediating challenges.

Strong writing and analytical skills, along with the ability to analyze data and develop defensible arguments and/or strategies using quantitative and qualitative data.

Skills in public speaking and presentation. Ability and experience working with citizen and intergovernmental groups and advisory committees, developing public presentations, and defending positions using data, trends, and analysis.

Skills in Microsoft Office, including Excel, Word, and Access, and PowerPoint sufficient to perform data analysis and familiarity of operating and managing a database management system.
