This position is located in the Office of Human Resources (OHR), Executive Office, Environment and Natural Resources Division. OHR is responsible for administering human resources and payroll functions throughout the Division in Washington, DC and field offices. The employee provides advice on HR matters related to recruitment/placement/staffing, classification, and other HR activities and functions.

As a Recent Graduate, duties include but are not limited to, the following:

  • Support employees, supervisors, and applicants on matters pertaining to recruitment/placement/staffing, classification, and other human resources functions.
  • Evaluate vacant positions to determine position requirements, area of consideration, and the most efficient recruitment techniques to meet the goals of the Sections serviced.
  • Perform staffing functions for assisting with developing job analysis, crediting plans, assessment questionnaires, and vacancy announcements.
  • Apply merit promotion processes in reviewing employment applications, applying rating/ranking procedures, and preparing referral certificates.
  • Assist with entrance-on-duty employment processes including Federal hiring, background investigations, new employee orientation, and eOPF.
  • Code/key personnel actions in the National Finance Center personnel/payroll system.
  • Provide support to supervisors and managers in performing classification and position management-related duties to include resolving issues involving administrative, technical, and clerical positions.
  • Participate in outreach activities such as Recruitment/Career Fairs.

After successfully completing one year under the Program, recent graduates MAY be converted to a term or permanent appointment if the following program requirements are met: 1) successful completion of at least 1 year of continuous service; 2) completion of at least 40 hours of formal interactive training; and 3) demonstration of successful job performance. A recent graduate converted to a term appointment may be subsequently converted non-competitively into a permanent competitive service position before the term expires.

Recent Graduates are on a trial period for the duration of the program. An Individual Development Plan (IDP) must be completed and approved by the supervisor within 45 days of appointment and a mentor must be assigned within 90 days of appointment.

  • $45,146 - $72,703/year

  • You will be required to serve a one year trial period.
  • You must maintain a bank account for direct deposit of salary.

  • If this is your first appointment in the Federal service, your salary will be set at Step 1 of the grade.
Qualifications

To be eligible for this Recent Graduate program, one of the following requirements must be met:

  • Recent graduates must have completed , within the previous two years, a qualifying associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution; or must have completed a qualifying career or technical education program with or without a formal degree in a Registered Apprentice Program, Job Corps, AmeriCorps, or Peace Corps.
  • You must have completed your degree, certificate, or program on or before the end of the current semester . If you graduated or completed an education program prior to October 2022, you will not be eligible for this position.
  • Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

To qualify for this position at the GS-5, you must meet the requirements in either A, B, or C:

  • A . At least one year of specialized experience at, or equivalent to, the GS-4 Federal grade level applying standardized rules, processes, and procedures concerning commonly utilized general reference sources and research tools to perform a variety of administrative support and office work. This experience must include preparing correspondence and administrative forms using proper format, grammar, punctuation, and spelling; or
  • B . Successful completion of 4 years of education above the high school level for which high school graduation or the equivalent is the normal prerequisite. The degree is within a curriculum that is related to the position to be filled. This education was obtained in an U.S. accredited business, secretarial or technical school, junior college, college or university; or
  • C . A combination of specialized experience described in letter A above and post high school education described in letter B above that together meet 100% the qualification requirements.

To qualify for this position at the GS-7, you must meet the requirements in either A, B, C, or D:

  • A . At least one year of specialized experience at, or equivalent to, the GS-5 Federal grade level providing administrative support or assistance on human resources or related matters, ensuring that documents are prepared in accordance with established organizational procedures, and using computer software (e.g., Microsoft Word, Excel) to analyze and compile information to produce documents relevant to an organization.
  • B . A bachelor's degree with Superior Academic Achievement (SAA). The education must be related to the field of the position for which training on the job will be provided. SAA applies to persons who have completed all the requirements for a bachelor's degree from an accredited college or university as evidenced by one of three methods described below within a curriculum that is qualifying for the position to be filled:
  • Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; or
  • Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9; or
  • Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies.
  • C . One year of graduate education that demonstrates the knowledge, skills, and abilities to do the work; or
  • D . A combination of graduate education and specialized experience described above that meets 100% of the qualification requirements for this position.
