Job/Position DescriptionPerforms highly advanced and supervisory desk reviews on 24 Hour Residential Child Care (24 HR RCC) Single Source Continuum Contractors (SSCC) cost reports for the Health and Human Services Commission (HHSC), Financial Services Division (FSD), Provider Finance Division (PFD), Cost Report Review Unit (CRRU). Desk reviews are conducted to ensure compliance with regulations, specific instructions, and the Texas Administrative Code regarding Medicaid and Non-Medicaid Cost / Accountability Reports. Desk reviews are also conducted to ensure the availability of accurate cost and statistical data for cost determination and accountability purposes for Medicaid and non-Medicaid services and support programs. Desk reviews include examining, investigating, and reviewing records, reports, financial statements, information systems, and management practices and involve leading, planning, scheduling, coordinating, conducting, and reporting cost/accountability report results. Work involves planning, scheduling, coordinating, conducting, supervising, reviewing, and reporting the desk reviews of 24 HR RCC Medicaid Cost / Accountability Reports. Position may also conduct desk reviews for program economy, efficiency and effectiveness; and compliance with legal decisions and departmental rulings. The position may assign or supervise the work of others. This position will assist the Team Leader and Manager V in providing oversight, guidance, and assistance to other auditors. Desk reviews are performed in accordance with Government Auditing Standards issued by the US Government Accountability Office (as applicable); all work is performed in accordance with agency policies and procedures. Work is performed under the direction of the Team Lead and/or Manager V with limited supervision and considerable latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.1. EFJ: Provides oversight, guidance, and quality control review to auditors in the Cost Report Review Unit (CRRU); makes recommendations and assists in resolving problems within independent desk reviews. Communicate clearly with internal and external stakeholders relevant to the CRRU. (25%)2. EJF: Evaluates, assesses, and verifies desk reviews of 24 HR RCC Medicaid Cost / Accountability Reports submitted by contractors/preparers or providers as assigned to Auditor IVs to ensure that they are in accordance with required standards before submission to management. Ensures desk reviews are completed on a timely basis and in accordance with Government Auditing Standards (as applicable), Texas Administrative Code, and Agency policy and procedures. Reviews the procedure steps performed by others including adding and clearing coaching notes as necessary. Evaluates desk review exceptions to ensure that they are professionally written, and that sufficient and relevant evidence is obtained to support the findings. (40%)3. EJF: Develop and maintain instructions for CRRU Policies and Procedures for 24HR RCC SSCC financial examinations. Trains auditors in the use of templates and worksheets as required. Ensures that desk reviews are completed in a timely manner along with other work as assigned by management. (15%)4. EJF: Prepares desk review templates and worksheets ensuring objectives, project procedures, deliverables, and reports are in accordance with required standards.
