The City of Takoma Park, Maryland, is seeking a professional to assist with the administration of the City's housing programs and the operation of the rental housing licensing programs. The City of Takoma Park's Housing & Community Development (HCD) Department consists of five divisions and is responsible for enhancing the safety, livability, and resilience of Takoma Park and its residents. The HCD Housing Division monitors the City's housing ordinances and rent stabilization code while also providing support and assistance to landlords and tenants.
The Housing Programs Specialist will work closely with the division, including the Housing Manager and Senior Housing Specialist to administer housing programming to help create, implement, and coordinate programs to support renters in the City. The Housing Programs Specialist will also work with division staff to ensure compliance with existing rental licensing requirements. This position is eligible for membership in the AFSCME union.
Typical Duties include:
- Working with the Housing Manager to create and implement housing programs that implement the City's Housing and Economic Development strategic plan.
- Developing housing program material such as program guidelines, application materials, informational fliers, and contracts/qualification sheets.
- Administering housing programs through the qualification of applicants, intake of documents, preparation of necessary documents, and serves as the point-of contact for the public on housing programs.
- Preparing articles and press outreach and educational materials related to the City's housing programs.
- Preparing invoices, payment requests, and reports on program spending.
- Conducting reviews and surveys of programs to recommend change and assess effectiveness. Publishing reports and informational materials and giving testimony to policy makers on programs and their impact.
- Collaborating with the Housing Specialist to organize and conducts landlord and tenant trainings.
- Maintaining the rental housing licensing and owner-occupied registration databases, issuing rental licenses, preparing citations, and processing applications under the supervision of the Housing Specialist.
- Maintaining and updating division files and records; updating division forms and paperwork.
- Performing related duties.
Minimum Qualications include:
- Experience administering programs, communicating with the public, and reviewing applications.
- Knowledge of customer service principles.
- Knowledge of modern office principles and practices.
- Knowledge of computers and job-related software programs.
- Knowledge of relevant federal, state and county laws, City ordinances, and department policies and procedures.
- Skill in problem solving.
- Skill in prioritizing and planning.
- Skill in interpersonal relations.
- Skill in oral and written communication.
In addition to these qualications listed above, highly competitive candidates may have:
- A Masters degree in a related course of study;
- Minimum of two to three years' experience in a housing-related field;
- Fluency in Spanish or Amharic preferred.
The annualized wage for this position is expected to be between $58,166.76 and $68,517.47.
