The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Child Care Enforcement Operations Director (Compliance & Regulatory Manager 2).

This position will work a hybrid schedule of working both remotely and in the office. This position will work approximately one day per week in the office for meetings and in person staff supervision. However, this may fluctuate during legislative session or as emergent needs arise.

This position is part of the Oregon Department of Early Learning and Care (DELC) which is an agency that prides itself on enabling Oregon's young children and families to learn and thrive. We are responsible for administering state funded early learning programs, including home visiting and site-based infant, toddler, and preschool services and supports for families, licensing Oregon’s child care providers and developing systems that coordinate regional cross sector partnerships through Early Learning Hubs. DELC partners with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation and other quality improvement opportunities for early learning and care providers.
What you will do:
The Child Care Enforcement Operations Director oversees the Central Office Unit Managers and other enforcement personnel including an enforcement officer, investigators, compliance specialists, and support staff. This role holds the responsibility for overseeing the units who manage the intake of complaints, leading investigations into potential violations of child care statutes and administrative rules, and executing enforcement actions in alignment with Oregon's Child Care provider laws and regulations. This position also oversees the Central Background Registry (CBR), ensuring accurate and timely background checks, as well as the Customer Service and Intake units to handle inquiries, process applications, and address inquiries and complaints efficiently.
The position oversees the daily operations of Child Care Licensing Division’s Central Office units, making policy recommendations and advising DELC’s Director(s) on enforcement, investigatory matters, and compliance activities.

What we are looking for (minimum qualifications):
Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in a related field.
