Position Overview

Serves as Deputy Bureau Chief for the Bureau of Payroll and Benefits. Serves as the Statewide Payroll Program Administrator for the Department of Human Services (DHS), which also services the Department of Children and Family Services, Corrections, Juvenile Justice, Veterans Affairs and Natural Resources. Serves as full-line supervisor. Collaborates with Department program managers, personnel directors, and administrative staff to ascertain that payroll services needs of the agency are being met. In the absence of the Bureau Chief, assumes responsibilities will full administrative authority for operation of the bureau and functions of the Bureau Chief. On behalf of the Bureau Chief, serves as an agency contact to user agency Payroll and Fiscal staff from the Departments of Children and Family Services, Corrections, Juvenile Justice, Veterans Affairs and Natural Resources, including the DHS Home Services Program.

Essential Functions

  • Serves as Deputy Bureau Chief for the Bureau of Payroll and Benefits.

  • Serves as the Statewide Payroll Program Administrator for the Department of Human Services (DHS), which also services the Department of Children and Family Services, Corrections, Juvenile Justice, Veterans Affairs and Natural Resources. Develops and implements payroll and compensation policies and procedures for the total management process of payroll activities for the agency.

  • Serves as full-line supervisor.

  • Collaborates with Department program managers, personnel directors, and administrative staff to ascertain that payroll services needs of the agency are being met.

  • In the absence of the Bureau Chief, assumes responsibilities with full administrative authority for operation of the bureau and functions of the Bureau Chief.

  • On behalf of the Bureau Chief, serves as an agency contact to user agency Payroll and Fiscal staff from the Departments of Children and Family Services, Corrections, Juvenile Justice, Veterans Affairs and Natural Resources, including the DHS Home Services Program.

  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in business or public administration.

  • Requires four (4) years of progressively responsible administrative human resources experience in a public or private organization, including the administration of a large payroll processing program.

Preferred Qualifications

  • Three (3) years of professional experience working in payroll and benefits for a public or private organization.

  • Three (3) years of professional experience working with personnel rules, code, pay plan, Comprehensive Employment Plan or similar compliance rules and regulations for a public or private organization.

  • Three (3) years of professional experience communicating in oral and written form with both internal and external stakeholders, including senior leadership, ensuring detailed and critical analysis of work performed.

  • Three (3) years of professional experience conducting in-depth research and analysis for the identification and determination of appropriate rates of pay for a public or private organization.

  • Four (4) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.

  • Two (2) years of professional supervisory experience in a large public or private organization.

Term Appointment
: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services’s discretion.

: Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
