Introduction
The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is recruiting for a Contracts Specialist Advanced to join the Northwest Region Team.
This full-time permanent position can be headquartered out of: Eau Claire, Superior or Spooner

Position Summary
This position is responsible for leading the management and administration of the consultant contracting services program within a large twenty-county Transportation Region. This requires providing expertise to and assisting all Regional Supervisors and Project Managers within all business areas in the development and administration of consultant contracts for all On-System and Local Program design and construction projects as well as Regional consultant staffing.
Responsibilities include: coordinating all project solicitations and contract developments, guiding both engineering and contracting staff on the issues related to consultant contracting and amendments, ensuring compliance with applicable contracting State statutes, federal policies, and Departmental procedures, using Masterworks proficiently and training others to do so as well, and monitoring contract progress for all consultant contracts. Thorough knowledge of budgetary processes, consultant selection processes, overhead and audit requirements, and Departmental contracting procedures is required.

Salary Information
This position is in schedule-range (07-03) with an annual salary of $60,320 - $79,040, plus excellent benefits .
A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications
Qualified applicants will have experience with all the following:
  • Reviewing or managing contracts or invoices (i.e. reviewing contracts/invoices, applying contract provisions, ensuring conformance to contract/invoice requirements, etc.)
  • Performing financial related duties or analyzing financial data (i.e. purchasing, accounting, finance, financial data collection, creating financial reports, accounts reconciliation, accounts payable, budgeting, etc.)
  • Applying state and federal laws and administrative policies to programs.
  • Providing customer service by interpreting technical documents for stakeholders.
