Job Description:

Reporting to the Assistant Vice President of Facilities Management and Capital Planning, this position is responsible for developing and overseeing the project scope, schedule, budget, risk management, procurement, and contract administration for capital and maintenance projects. The project manager works with the college community from project conception through completion and represents the college throughout the entire life cycle of each project. Assists architects and engineers in the creation of bid documents and contract administration. Maintains departmental information, data systems, drawings, records, etc. Administer service contracts and assist with day-to-day facility operations by performing other duties upon request.

SUPERVISION EXERCISED: Reports on the work of contractors, consultants, and vendors

SALARY: $80,000.00 - $90,000.00 Commensurate with experience. Position is governed by the APA collective bargaining agreement.

ESSENTIAL FUNCTIONS:

  • Manages projects on campus ranging in value from $25K - $2M, each project varies in scope and complexity. Assist the AVP with major capital projects, deferred maintenance programs, and other facility improvement initiatives from start to finish.
  • Coordinates project-related work with college departments, occupants, and other stakeholders to ensure minimal disruptions to the community.
  • Reviews project drawings, specifications, submittals, bulletins, RFIs and other project documentation in conjunction with the architect and engineer of record.
  • Communicates progress and developments to all stakeholders on a frequent basis, oftentimes weekly.
  • Assists with the preparation of feasibility studies, pre-planning studies required by DCAMM's deferred maintenance program.
  • Assists with day-to-day operations with direction from the AVP of Facilities Management and Capital Planning and the Director of Facilities for Maintenance and Trades.
  • Incumbent assists AVP of Facilities with college-wide facilities planning.
  • Provides support in the preparation of space planning documents, utilization analysis, maintaining accurate space inventory, floor plans and building vital information for facility needs assessment.
  • Conducts audits of invoices to ensure accurate billing, and required supporting documents such as lien waivers and certified payroll.
  • Makes recommendations for any necessary service contracts to ensure capital projects will be properly maintained per the manufacturer's standards.
  • Assists with reporting requirements, assessments, surveys and programs established by DCAMM, DHE or other regulatory agencies (Maintenance Standards Reports, Sightlines).
  • Manages, maintains and ensures drawings, both physical and electronic are accurate and up to date.
  • Modifies electronic drawings to reflect the current state of the college's property.
  • Performs necessary space data validation and performs field audits to validate the accuracy of drawings and records.
  • Performs other supporting duties including, but not limited to composing documents, folders, reports, and spreadsheets.
  • The incumbent assists with managing the State's Capital Asset Management Information System (CAMIS).
  • Maintains and updates the CAMIS database of facility locations, buildings, equipment, and components.
  • Works cooperatively with the Division of Capital Asset Management (DCAM) CAMIS operation team.
  • Administers deferred maintenance projects and quarterly updates using CAMIS system.
  • Produces reports and analyzes data and performs other related supporting duties.
  • Assists and champions construction site safety.
  • Construction Safety is of extreme importance to MassArt.
  • The Project Manager will act as an advocate for Student, Worker, Faculty and Staff Safety.

Requirements:

REQUIRED:

Bachelor's degree in Construction Management, Facilities Management, Engineering, Architecture, Project Management, or other field related to the area of assignment with three (3) years of related experience or an equivalent combination of education, training and experience.

  • Ability to write field reports
  • Knowledge of contract documents and specifications
  • Ability to interpret architectural drawings, construction documents and electronic files.
  • Must possess strong communication skills, both written and oral.
  • Ability to interact with various agencies/individuals (i.e. staff, faculty, students, outside agencies and vendors) to coordinate activities and resolve problems.
  • Ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
  • Strong analytic skills and experience with facilities information record-keeping.
  • Candidates will be required to pass a CORI/SORI and/or National background check as a condition of employment.
  • Knowledge of standard preventative maintenance procedures in the operation of building maintenance/mechanical systems.
  • Computer skills Google Suite and Microsoft Office.
  • Demonstrates commitment working with diverse populations and furthering diversity, equity, and inclusion in the workplace.
  • Must be available 24/7/365 to respond for emergencies.

PREFERRED QUALIFICATIONS:

  • Experience with large capital projects preferred.
  • Knowledgeable in Massachusetts public construction and procurement laws. MCPPO certification preferred.
  • 5+ years of experience.
  • Previous experience working in an institution of higher education.
  • Familiarity working within a unionized workforce.
  • Previous experience with establishing institutional standards.
  • Trades, construction, and design experience.
  • Professional certifications such as PMP or other PMI certifications.
  • Knowledgeable in a CMMS software such as Automated Logic or similar.
