NEIGHBORHOOD DEVELOPMENT HOUSING IMPROVEMENT PROGRAM DIRECTOR

The City of Mobile seeks to hire a full-time Housing Improvement Program Director who will work as part of a team led by the City’s Senior Director of Neighborhood Development. This position will provide daily oversight to the City’s newly established Housing Improvement Program Enterprise Account. The new fund is the first of its kind within the City of Mobile. While the fund activities may coordinate with the City’s other housing programs, it is the first time that the City has placed non-federal funds in an account dedicated to attainable and workforce housing. This allows for more flexibility than the City’s traditional federally funded programs. The City is looking for a qualified candidate to assist with leveraging and managing the fund that is anticipated to be funded annually within the City’s General Fund Budget. The selected candidate will work within the existing Neighborhood Development structure by coordinating with the sub-departments of Land Bank, Community and Housing Development, and Municipal Enforcement, when possible.

This position will work under the supervision of the Senior Director of Neighborhood Development in the delivery of services for the City of Mobile’s Neighborhood Development (ND) Department. This position serves at the pleasure of the Mayor.

JOB REQUIREMENTS: Requires a bachelor's degree in business administration, accounting, finance, public administration, construction management, planning, marketing, or closely related field and a minimum of seven years' responsible experience; or a combination of education and experience that meets the requirement. A master’s degree or higher is preferred. Must possess a valid driver’s license.

This position requires supervisory skills, document management skills, program management and business motivational skills, fundraising, and communication to internal and external clients in a professional manner. Must have good knowledge of planning and permitting processes with federal housing development process knowledge preferred; experience using research techniques; knowledge of federal and state bid laws and contract administration; ability to implement policies and procedures; ability to communicate effectively, both orally and in writing; ability to conduct research and prepare comprehensive reports; ability to operate and utilize computer software; ability to establish and maintain effective working relationships with program staff, government employees, elected officials, and the general public.

PRIMARY RESPONSIBILITIES (including but not limited to): Day-to-day oversight of the City’s Housing Improvement Program, including marketing and fundraising; plans and provides recommendations for project and program selection within the fund; supervises field review of property being developed by the fund; assists the Senior Director with preparing updates and reports for elected officials; performs general administrative duties; maintains required files for programs; performs related work as required.
