ABOUT THE POSITION
The County of Riverside's ) has an opportunity for an Engineering Aide or Technician I in Palm Desert.
The selected candidate will be managing communication through phones and direct calls, scheduling meetings, maintaining calendars, and coordinating conference room reservations. Administrative duties include handling mail, processing timesheets, and assisting the public with basic inquiries. It also encompasses maintaining and organizing road files, managing office supplies, calculating Transportation Uniform Mitigation Fees (TUMF), processing Tract and Parcel Map Number applications, and handling Encroachment applications. Additional responsibilities include coordinating office maintenance, preparing financial statements, monitoring an emergency radio system, and managing Mileage Logs for Desert Transportation vehicles.
In order to best serve this location, this position requires Spanish bilingual skills and/or Spanish level testing and travelling throughout the County of Riverside.
Competitive candidates will possess experience processing and receiving building or public works permits, using PLUS (Public Land Use System), excellent customer service skills.
The Engineering Technician I is distinguished from the Engineering Aide in that the former performs assignments of a larger scope and works more independently.
The Engineering Technician I is a natural progression underfill for the Engineering Technician II. Incumbents are eligible to promote to Engineering Technician II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

EXAMPLES OF ESSENTIAL DUTIES
  • Primary attendance of Telephones and direct calls.
  • Coordinate meetings and keep calendar up to date.
  • Schedule and Reserve conference room for meetings.
  • Schedule and maintain inspection log.
  • Receive, open, stamp incoming mail and distribute outgoing mail including interoffice mail.
  • Process daily timesheets
  • Attend public counter, provide basic information, determine needs, and obtain service of appropriate staff member.
  • Maintain Road files, remove inactive, purge as necessary, scan completed issued permits and upload to Desert "Y" Drive.
  • Maintain and periodically review inventory of office supplies, Order as necessary.
  • Review and calculate Transportation Uniform Mitigation Fee (TUMF) for residential permits and release for Building Issuance.
  • Receive and process application for Tract and Parcel Map Numbers, input information into PLUS to obtain number and upload application.
  • Intake all Encroachment applications for processing.
  • Coordinate with TLMA Building Manager for any office maintenance needs.
  • Generate financial statements for negative balance projects and mail supplemental letters.
  • Monitor and operate emergency radio system.
  • Collect Mileage Logs for all Desert Transportation vehicles.
MINIMUM QUALIFICATIONS
Engineering Aide
  • $43,782.90 - $62,131.22 Annually
Knowledge of: Mathematics, including the elementary principles of algebra and geometry as applied in sub professional engineering work.
Ability to: Learn the techniques and practices involved in assigned sub-professional engineering work; perform mathematical computations; keep clear and accurate notes; perform simple drafting; understand and follow oral and written directions; work cooperatively with others.
Engineering Technician I
$51,541.31 - $80,957.40 Annually
OPTION I
Experience: Two years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)
OPTION II
Certificate: Valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of sub-professional engineering experience.
ALL OPTIONS
Knowledge of: Elementary algebra, geometry and trigonometry as they apply to engineering; manual and automated drafting techniques; survey principles and methods; the principles and methods of materials testing, hydrography and traffic control.
Ability to: Make accurate engineering computations; follow oral and written directions; prepare clear and accurate diagrams and drawings from field notes and rough sketches; make a variety of soils and materials tests; perform survey field work, tabulate and analyze data and prepare reports; learn techniques of manual and automated drafting; maintain effective working relations with others.

MISCELLANEOUS RETIREMENT : County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
