King County Metro Talent Acquisition team seeks to fill multiple Talent Advisors (HR Analyst) roles to help us recruit and hire a talented, diverse workforce to meet the current and future needs of our growing and changing organization. We are looking for outstanding customer service-oriented Talent Advisors who are committed to diversity and social justice, and who are excited to source and recruit for the best large transit agency in North America.
This recruitment is open to current King County Metro employees only . This recruitment also creates an eligibility pool to fill future career service positions that may occur in this classification in the next year.

Job Duties

As a Talent Advisor, you will:
  • Be an Advisor in solving problems and influencing outcomes both with your customers and within talent acquisition.
  • Create legendary candidate experiences and be known and recognized for that.
  • Be Innovative in sourcing and assessment strategies for our organization.
  • Be Knowledgeable in Federal, State, and County laws, policies, and practices that affect Human Resources.
  • Be Agile and able to adjust to changes in needs from our customers and find ways to fulfill those needs.
You will accomplish this by:
  • Managing and performing full cycle recruitment processes for Trades, Professional and Technical, Executive Level, Support, and hard-to-fill positions. Working collaboratively with leadership, hiring managers, and other human resources staff.
  • Engaging with and sourcing applicants through online social media, community contacts, and networking events. Creating systems to build a pipeline of diverse, competitive talent.
  • Promoting King County as an Employer of Choice . Generate diverse applicant pools in support of Equity and Social Justice Goals.
  • Developing and administering merit-based selection materials including recruitment plans and timelines, job announcements, job-related tests and exams, interview questions, and related rating criteria. Metro uses competency-based recruiting methods and behavioral-based interview questions.
  • Establishing priorities for managing your work and staying on a focused, efficient path toward achieving results, while optimizing the recruitment processes by contributing innovative ideas and recommending efficiencies. We project manage each recruitment to drive results.
  • Establishing relationships with both hiring managers and candidates to be a trusted advisor delivering outstanding customer service throughout the hiring process.
Experience, Qualifications, Knowledge, Skills
We'd love to hear from King County Metro employees with:
  • Experience conducting multiple full-cycle recruitments or equivalent combination of recruitment related HR education/experience.
  • Experience with HR Applicant Tracking Systems (King County currently uses NEOGOV).
  • Experience creating an effective recruitment and candidate experience.
  • High level of customer service to management and all levels of employees and external customers.
  • Ability to be innovative and forward thinking in attracting talent and/or building candidate pipelines.
  • Knowledge and experience researching, interpreting, and applying, HR employment law and HR rules, union contracts, policies, and procedures, including EEO, disability. accommodation, Fair Labor Standards Act, the Family Medical Leave Act, and others.
  • Demonstrated commitment to equity, diversity, and inclusion.
  • Ability to stay organized, prioritize, and handle multiple tasks and deadlines in a fast-paced and demanding environment.
  • Ability to build a genuine collaborative and consultative style in their approach to their work. Build and understand the importance of building effective relationships with customers, team members, hiring managers, and other staff.
  • Excellent interpersonal and communication skills. Be comfortable providing advice and consultation to senior leaders and lead value added discussions that challenge conventional norms.
  • Intermediate to advanced skills in using software such as MS Office Suite (Word, Excel, Outlook, etc.), Virtual Meeting Platforms (Zoom, Teams, etc), and HRIM systems.
Highly competitive candidates will also have:
  • Experience working in a unionized and highly complex environment.
  • Working knowledge and proficiency with PeopleSoft & NEOGOV applicant tracking system.
  • Experience independently managing full-cycle recruitment(s) for hard-to-fill, high-volume, and critical roles in a public Transit environment.

Work Schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act and is eligible for overtime pay. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek (normally 8:00 a.m. to 5:00 p.m., Monday through Friday). A flex schedule may be approved after six months of employment. Occasional non-standard work hours may be required to attend events, job fairs, etc.
Work Location
The incumbent will have a hybrid work schedule and may work remotely and onsite. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.
Teleworking Requirement
The work associated with this position is currently being performed in a hybrid fashion including teleworking, complemented with onsite work and meetings as needed. The frequency of onsite work will vary based on business and operational needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
