The Director of Emergency Management and Business Continuity is a critical role within the hospital system, tasked with overseeing both the Emergency Management (EM) Department and the Business Continuity (BC) Program. Here’s a breakdown of the key responsibilities and expectations:
Required Qualifications
- Bachelor’s Degree in Business, Emergency Management, or related field.
- 5+ years in management roles specifically in hospital emergency management & business continuity.
- Currently, we can only consider candidates with prior hospital Emergency Management Department experience (think disaster, crisis management). Please note this is a different type of role than a staff / bedside position within the Emergency Department.
Certifications :
- Formal Emergency Management certification (e.g., AEM, CEM, CHEP).
- National Incident Management System training (IS 100, 200, 700, 800) within 30 days of hire.
- HAZMAT training within one year.
- Valid Texas driver's license required at hire.
Key Responsibilities
Administrative Oversight :
- Manage all aspects of the Hospital Emergency Management Program.
- Oversee coordination, strategic planning, regulatory compliance, and budget development for EM and BC.
Collaboration and Communication :
- Work closely with Executive Leadership, Medical Directors, and staff to align EM and BC strategies.
- Maintain regulatory compliance with agencies like The Joint Commission (TJC) and OSHA.
Hazard Vulnerability Analysis :
- Ensure the annual completion of a district-wide hazard analysis.
- Develop and implement the hospital’s Emergency Operations Plan.
Business Continuity Planning :
- Direct BC efforts to minimize downtime by conducting Business Impact Analyses.
- Collaborate with clinical/business units to create and manage mitigation plans.
Software and Technical Support :
- Monitor business continuity software functionality and provide training and technical support.
Grant Oversight :
- Manage Hospital Preparedness Program (HPP) federal grant funds.
Community Engagement :
- Work with community partners to identify and analyze hazards affecting operations.
Budget Management :
- Prepare and monitor the departmental operating budget.
Representation :
- Represent in various local, state, regional, and national programs related to emergency management.
Committee Coordination :
- Lead the Emergency Management Committee and contribute to the District-wide Emergency Operations Plan.
Disaster Exercises :
- Oversee the planning and execution of drills and exercises as per regulatory requirements.
Hospital Command Center (HCC) :
- Anticipate system needs and coordinate the use of the HCC during emergencies.
Staff Oversight and Development :
- Ensure staff meet job responsibilities and maintain preparedness.
- Identify and manage educational needs for district employees related to EM and BC.
Process Improvement :
- Analyze and suggest improvements for job designs and work processes to enhance efficiency and productivity.
Performance Evaluation :
- Prepare and conduct departmental performance evaluations.
