The primary purpose of this position is to serve as a Strategic Planner for the Strategic Operations Division in the JIOWC. Provide compartmented strategic planning and execution support within multiple compartmented special access planning and security programs.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.

- This position is subject to provisions of the DoD Priority Placement Program.

- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Advanced degree related to national security or military information operations is desired.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Incumbent must be willing to submit to a Counter Intelligence Polygraph.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge and skill in applying this knowledge to difficult and complex work assignments and the development of new methods, approaches or procedures. Applies an array of knowledge in all aspects of strategic and operational levels of military operations planning and execution. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of Combatant Commands, the Joint Staff, and OSD; military command structure, organizational relationships, missions, programs, and capabilities throughout the DoD.
- Knowledge of strategic and operational levels of IO planning and execution, the development and execution of plans for compartmented military programs, and the ability to consider and apply several alternatives according to IO planning or security requirements fitting specific situation, availability of material, relationships with other protective programs, and cost benefit analysis.
- Knowledge and skill in applying one or more DoD Information Related Capabilities (IRC), Military Information Support Operations (MISO), Military Deception (MILDEC) and Operations Security (OPSEC).
- Knowledge of and skill in planning, organizing, and coordinating team support at the Joint military operations at strategic and operational levels, functioning within the Joint Planning and Execution Community (JPEC), and in applying the Joint Operations Planning Process (JOPP).
- Ability to apply provisions of Sensitive Compartmented Information and Special Access Programs/Special Technical Operations, including interpreting, implementing and executing complex security measures and policies that span multiple security programs.
- High degree of skill in establishing and maintaining effective relationships and building consensus and coalitions; highly developed oral and written communication skills, including the use of standard office automation tools to prepare briefings, text documents, e-mail, and spreadsheets on classified and unclassified networks.
CONDITIONS OF EMPLOYMENT CONTINUED:
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
