Summary This position is located within the Albuquerque Area Indian Health Service, Division of Accounting Services, in Albuquerque, New Mexico and reports to the Director of Accounting Services. Responsibilities The incumbent is responsible for maintenance of: (1) preparation and submission of various manually prepared reports; (2) participates in initiation of action to effect collection activities; (3) perform a variety of duties pertaining to Medicare, Medicaid, and Private Insurance for the Albuquerque Area Office. Performs research, analysis, compiling, and formatting of aggregate patient data and other statistical data for use by the Area Office, Service Unit, and Indian Health Service Headquarters staff. Reviews and monitors the third-party collections from Medicare, Medicaid, and Private Insurance payers. Researches, analyzes, evaluates, and interprets source documents containing Accounts Receivable (AR) collection data. Identifies discrepancies and works with stakeholders, the UFMS Helpdesk, and the IHS AR technical escalation team on correcting the discrepancies to ensure the accuracy of the AR collection data. Responsible for managing a variety of narrative and tabular material from exported system reports, handwritten or typed drafts, and/or creating documents and spreadsheets based on oral instructions. Uses a personal computer with a variety of software types to generate queries, store and print numerous types of correspondence, reports, and standardized statements. Initiate report queries and export data from RPMS, UFMS and its reporting system. Works directly with the Division Director on the identification, development, and testing of system change requests and procedures governing the conduct of the Accounts Receivable operations. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Minimum Qualifications for GS-05: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level, the grade GS-04 level, in the Federal service obtained in either the private or public sector performing the following types of work and/or tasks: Prepare daily collection for batching, post payments and/or adjustments, follow-up on outstanding claims, and assisting with reconciling accounts. OR 4 years of education above the high school level. OR A combination of education and experience that when combined fully meet the minimum qualifications for this position. Only education in excess of the first 60 semester hours is creditable toward meeting the specialized experience requirement. The total percentage must equal at least 100 percent to qualify an applicant for GS-05 grade level. Minimum Qualifications for GS-06: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Perform a wide range of accounts receivable functions such as reviewing, balancing, researching and adjusting the aged accounts receivable reports to liquidate outstanding account balance. Minimum Qualifications for GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Corresponds with internal and external agency customers, beneficiaries, vendors, and insurance companies; audits bill of collection and billing documents for error, omissions, duplications, inconsistencies; performs required follow-up action to ensure proper collections procedures are adhered to; reviews claims in databases for revenue recovery; and provides support to Service Units. Education Substitution of Education or Combination with Experience for GS-05: Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grade GS-5. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. GS-06/GS-07 (education): Generally, substitution of education is not applicable. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
