WSP is looking for a Commercial Manager to join our Project Controls team in San Francisco.
Your Impact
Job Duties:
- Manage Client relationships and serve as Client's representative for the assigned project with responsibilities for all phases of the Project.
- Provides regular briefing to project manager on project financials, schedule status, issues, and concerns.
- Create and implement project controls processes and plans to support contract requirements and the successful execution of project controls supporting project and WSP commercial interests.
- Engage specifically in planning, staffing, scheduling, budget management, quality control, safety, and coordination of subcontractors and Internal technical and support staff.
- Develop project scopes, negotiate hours, prepare reports, develop, and maintain schedules and budgets, and ensure project controls quality reviews are complete.
- Serve as the focal point for all matters relating to the estimating, cost control, change management and scope/change control for allocated projects and within the business and provide recommendations to the Project Manager/s.
- Preparing monthly analyses and reports on expenditures, progress, commitments, budget performance and schedule performance.
- Review and Prepare monthly Interim Payment Certificates and ensure timeous invoicing.
- Coordinate with project technology experts to develop a project management information system working relevant to the needs of the project.
- Coordinate with Risk Manager to develop a robust risk management process for the project.
- Provide all necessary documents, Information, and monthly reports to Client, as needed.
- Identify scheduling and cost variances and recommendations for corrective action for negative variance.
- Apply new and creative project controls solutions to complex technical and project management problems.
- Actively participate in mitigating potential claims and variation orders and where they do arise, prepare detailed quantitative and qualitative analysis to be presented to the approving entity.
- Resolve issues with contract fulfillment in a timely manner and ensure that all aspects of the program remain on schedule and within budget.
- Make work assignments and provide technical direction to the project team.
- Assist in the development of project controls dashboards and reporting methods.
- Develop and maintain a Project Earned Value Management System (EVMS) database, to measure progress and calculate performance metrics, analyze and report variances to plan based on predetermined variance thresholds.
Who You Are
Required Qualifications
- Bachelor’s degree in engineering, Business, Finance, Accounting, or related discipline.
- 12+ years’ experience in project controls with 7+ years of experience in transit and transportation projects.
- Excellent leadership skills and experience in preliminary and final design and procedure for transit projects.
- Experience in preparing project reports and documentation.
- Experience in establishing and implementing project control systems, procedures and plans to support project and WSP commercial interests.
- Knowledge of project controls, including critical path method scheduling and budgetary control systems.
- Knowledge of the principles, practices, and techniques of project management, to coordinate, review and provide expert technical management for the assigned projects.
- Knowledge and understanding of engineering requirements, program policies, and procedures by which the Authority is governed.
- Knowledge and understanding of Federal, state, and local transportation administration regulations and policies.
- Ability to independently organize and carry out assignments with minimum direction as well as to function effectively as a leader of highly professional personnel.
- Ability to communicate effectively. Advanced Microsoft Office skills (Word, Excel, PowerPoint, SharePoint).
Preferred Qualifications
- Project Management, schedule or cost management training or certification through Project Management Institute (PMI) or American Association of Cost Engineers (AACE) or other relevant industry organizations.
- Background knowledge of the civil engineering and construction industry desired.
- Knowledge of Earned Value Management Criteria and methods.
- Knowledge of project controls software such as COBRA, PRISM, Procore, InEight desired. Hands-on experience with ORACLE PRIMAVERA P6 and Power BI.

Expected Salary: $202,180 - 240,790
