Job Summary
In the role of Chief Business Technology Officer (CBTO) you will establish and drive the planning, operations, and culture for Minnesota IT Services (MNIT) in a manner that partners with and advances the goals of agency specific business needs while aligning with and supporting MNIT’s strategic priorities and services.
This executive position oversees all IT applications, functions, and services delivered to the Minnesota Department of Agriculture (MDA), the Department of Labor and Industry (DLI) and the Board of Animal Health (BAH). The position is responsible for creating an inclusive work environment. Leadership of these resources includes supporting disciplined IT practices that meet enterprise and agency policies, supporting documentation standards, change control, secure systems, and risk management approaches.
This position serves our partner agencies at the Minnesota Department of Agriculture (MDA), the Department of Labor and Industry (DLI) and the Board of Animal Health (BAH). Partnering with MNIT, these agencies ensure Minnesota’s work and living environments are equitable, healthy and safe; they ensure the integrity of the State’s food supply, the health of the State’s environment, and the strength of Minnesota’s agricultural economy; and they protect the health of the state’s domestic animals through education and cooperation with veterinarians, producers, owners and communities. This executive position oversees all IT applications, functions, and services delivered to MDA, DLI and BOAH with a team of about 40 MNIT and contract staff partnering with these agencies.
The CBTO serves as a part of the executive leadership team at both the business partner agency and MNIT. This executive position provides leadership to support innovation and service transformation by applying technology solutions and organizational management practices to solve business and public policy challenges. The position also provides information to the agencies’ senior leadership teams to support IT investment and cost management decisions. This forward-looking leadership position actively looks to build relationships and collaborates with senior leaders to create sustainable IT and business strategies to meet agency and state business needs and budget challenges.
This position requires strong working relationships with other senior MNIT leadership (other Asst. Commissioners, CBTOs, etc.) as well as senior leadership at the business partner agency.
This position is currently eligible for full-time telework:
- Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
- Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Qualifications
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of eight (8) years of experience professional experience working in a business or an IT leadership role with responsibilities including customer relationship management, development and implementation of business and IT strategy, and leadership of IT projects, operations, or financial planning which includes four (4) years of supervisory experience. Supervisory experience must include oversight of staff (e.g. selection, orientation, training, coaching, performance management, etc.).
Preferred Qualifications
- Advanced degree in Information Technology, Business Management, or related field of study.
- Additional consideration will be given to applicants who demonstrate knowledge and experience in the following:
- Principles of leadership, management, stakeholder engagement, customer service, conflict resolution, and negotiation.
- Directing or coordinating the completion of complex projects including leadership of planning, design, resourcing, procurement or development, and maintenance and operations of customer facing applications.
- Leading information technology teams in the delivery of technology solutions via agile product management methodologies and/or leading agile product management transformation initiatives.
- Advanced communication and interpersonal skills to facilitate meetings, negotiate disputes, and to present information and results in a clear and understandable manner to various levels of customers, stakeholders, and IT subject experts.
- Ability to effectively represent and balance the interests of business programs and enterprise IT goals and strategies.
- Using data to clearly define issues, analyze facts, recommend alternatives, and communicate ways to improve agency investments in technology operations and applications.
- Public sector information technology planning, development or procurement, and maintenance and operations.
- Skills in the principles of supervision sufficient to effectively hire, lead, motivate, develop, foster teamwork, assign work, evaluate, discipline, reward, and manage direct reports.
- Policies and procedures governing employee relations and collective bargaining.
- Decision support systems including budgeting, accounting, and financial reporting.
- Procurement strategies and contracting management.
- Application lifecycle management.
- Cloud-based applications and services.
- Configurable “commercial off-the-shelf” software product development and vendor relationships.
