Introduction
Prince William County Office of Human Resources is looking for a dynamic individual to join our Team as a Senior Human Resources Business Partner in Employee and Labor Relations Division. As a Sr HR Business Partner, you will provide employee and labor relations support with expertise in the areas of policy clarification; performance management; the disciplinary process; grievances; conducting investigations; reviewing and interpreting collective bargaining agreements; and other related work as required.
About This Role:
In this role, you will work with HR leadership to enhance the employee experience, increase employee engagement and retention, and improve employee productivity. This will be accomplished through your efforts to develop, implement, administer, and interpret HR policies, procedures and programs in compliance with current and evolving laws and organizational standards.
The ideal candidate will be an experienced professional with broad working knowledge of the processes and functions of human resources, with an emphasis on employee and labor relations. They will be self-motivated with the aptitude for independent judgement, good problem solving, conflict resolution, organizational, time management, and project management skills, along with the ability to take charge of multiple projects at the same time and see them through completion. They will also be experienced in conducting employee relations investigations and witness interviews; preparing written reports and summaries of findings, with supporting documentation that is fair, impartial, and represents the facts.

  • Have progressive experience as a Human Resource Generalist with a track record of applying human resource policies/procedures and employment/labor laws in your daily work.
  • Have experience providing confidential and appropriate consultation to managers and/or employees for employment relations matters and compliance issues.
  • Understand how large organizations work, including how to get things done and the ability to manage diverse and potentially conflicting perspectives.
  • Are comfortable working with legal staff and attorneys.
  • Have the ability to synthesize complex information into easy-to-understand terms for audiences at all levels of the organization.
  • Can persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
  • Have excellent written communication skills through e-mail, in-person, and oral presentations.
  • Can manage and work with senior leaders on sensitive issues and initiatives.
  • Have experience advising/coaching employees and managers in the resolution of sensitive HR issues, employee relations matters and or compliance issues.

Minimum Requirements: High school diploma or G.E.D. and six (6) years of related HR experience.
Preferences:
  • Bachelor's degree or course work in Human Resource, Business or Public Administration or a related field.
  • Labor Relations Certification (CLRP or CLRL) or Human Resources Certification (SHRM, HRCI, IPMA, etc).
  • Two (2) years of experience working in local government or in employee and labor relations.
  • Experience conducting investigations, providing advice, support and training on performance management, and contract grievances.
  • Demonstrated working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee and labor relations, diversity, inclusion, performance management, and federal and state respective employment laws.
  • Demonstrated successful experience resolving conflict amongst staff and managers.
  • Demonstrated ability to make sound decisions consistent with policies and procedures in an environment with a formalized discipline/grievance process.
  • Intermediate to advanced proficiency in a variety of Microsoft Office Suite applications, such as Word, Excel, PowerPoint, and Adobe Acrobat Pro.
  • Confident public speaker with effective oral and written communication skills effectively orally and in writing. Confidence in public speaking.
Special Requirements: The selected candidate will be required to pass a pre-employment reference and criminal background check and I-9 and E-Verify requirements.
Work Schedule: Monday through Friday, 8:30 AM - 5:00 PM. This is a FLSA Exempt, telework eligible position.
Starting Salary Range : $88,974.00 to $120,377.00/yr.
