Job Summary
Hybrid work environment with potential for significant telework. Primary work location will be the Golden Rule Building in St. Paul
As a member of the Business Solutions Office at the Minnesota Department of Commerce, you will work with a wide-range of datasets across diverse analytics industries - banking, insurance, energy, and enforcement. You will work directly with agency teams to understand their program data, evaluate data needs, collect requirements, and develop appropriate analytics solutions. You will assess division and agency data maturity and make recommendations in advancing the agency along the data maturity model. You will also work directly with Commerce leaders and our MN.IT partners to help develop a road map for agency data collection, storage, analysis, governance, and use. This position will have the opportunity to manage projects, make recommendations for change and enhancement, design and implement processes, and train Commerce business teams and leaders.
This position will have the opportunity to develop creative analytics solutions in the regulatory space such as using geospatial analytics and mapping techniques to find data patterns and gaps. In addition to using internal data, this position will have the opportunity to use publicly available datasets such as census data to blend with internal data to enhance analytics and find patterns.

Qualifications
Minimum Qualifications
3 (three) years of experience performing analysis, exercising judgment, and relying on knowledge in data analytics/visualization
A Bachelor's degree in Management Information Systems , Data Science and/or Analytics, related field is equivalent to one (1) year of experience.
An Advanced degree Management Information Systems, Data Science and/or Analytics, related field is equivalent to eighteen (18) months of experience.
Applicants who meet the above education/experience requirement will be further evaluated based on the following:
  • Experience presenting data visualizations to business and soliciting feedback to meet their needs.
  • Experience working in or extracting data from a data warehouse.
  • Experience extracting data using SQL.
  • Experience using data analytics development, deployment, and maintenance using tools such as Excel, R. Python, Power BI, and/or Tableau
  • Sufficient understanding of data hygiene, data security, data integrity and data availability practices to ensure safe and reliable use of data
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Preferred Qualifications
  • Experience in project management or continuous improvement.
  • Experience developing key performance indicators (KPIs) with business.
  • Ability to work positively, effectively, independently and as part of an interdisciplinary team with colleagues and stakeholders of diverse backgrounds.
  • Experience using basic statistical analysis and sampling techniques.
  • Advanced data science troubleshooting ability, including the ability to create and test hypotheses based on relative likelihood and a willingness and ability to creatively consider all possible causes for a problem and test appropriately.
  • Advanced experience with tools such as R-Python, Power BI, and/or Tableau
  • Communicating industry standards, best practices, testing techniques, and the interpretation of assessment, and testing results to both technical and non-technical stakeholders.

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
