This position is responsible for enterprise-level data architecture that has effects agencywide as well as with external partners. The volume and use of data between HCA and external partners continues to increase, which makes this a very important position for Medicaid and health care data across the state. The ideal candidate will bring experience with HCA’s or similar organization’s data and will be excited to lead this complex work.

About the unit:

The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for the HCA. One of seven (7) sections in ETS is Strategic Services (S2). S2 provides the following services:

  1. Enterprise architecture design and development for technology, data, and business architectures
  2. Policies, principles, standards, and models
  3. Agency-wide strategy IT plan development
  4. IT / lifecycle roadmaps
  5. Governances (internal and externally)
  6. IT portfolio management and investment planning
  7. Decision package and federal financial planning development
  8. Legislative IT impact reviews
  9. Quality focal point reviews of high risk / high impact projects

About the position:

The Enterprise Data Architect position is accountable to lead, direct, negotiate, and implement transformation of new architecture solutions with diverse health care programs, groups, and state-enterprise initiatives. This role has sole responsibility for assessing current and future data needs and new available data architectures.

This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Some of what you will do:

Develop data architecture across the state with external entities, partners, and within the agency.

  • Oversee technology implementation and modification activities for HCA with a focus on new or shared infrastructure solutions.
  • Continually assess and develop new data architecture options and solutions for specific programmatic business data needs for external partners and internal HCA program needs.
  • Decide, develop, and foster understanding of new data architecture policies, principles, and standards.
  • Provide technical data architecture consulting of highly complex data ecosystems by leading efforts in specific data domains, ensuring an overall enterprise interoperability of data sources and solutions.
  • Develop conceptual, logical, and physical data models necessary to oversee and implement data needs.
  • Engage senior management and executives internally and externally with public and private sector organizations to facilitate both strategy and innovation planning.
  • Formulate and provide agency strategy-level decisions and ramifications about data architectures. Work closely with programmatic areas across HCA and with other WA state agencies to assure interoperability and reliability with data sources and their respective use.

Evolve and grow data architect practices and methods.

  • Establish and manage relationships with external private and public sector health care industry and IT vendors during business re-development and solution evaluations.
  • Oversee and facilitate the research, evaluation, and selection of hardware and software technology and product standards, as well as the design of standard configurations.
  • Lead and manage a team of technical architects (public and private sector), while also virtually leveraging subject matter experts.
  • Decide, develop, and lead application of new data architectural concepts to obtain improvements and data options that meet operational requirements including scalability, maintainability, availability, reliability, and flexibility.

Initiate and provide architecture analysis and consultation.

  • Assemble, lead, and manage teams to develop requirements across the public and private sector enterprises.
  • Provide leadership and direction to technical teams to identify, evaluate, and decide system emerging needs.
  • Make data-related recommendations to executive management impacting the enterprise.
  • Troubleshoot highly complex data architecture use and security-related issues that have significant risk to HCA, the Health and Human Services Coalition, and state.

Required qualifications:

Qualifying candidates will satisfy one of the following requirement options:

  1. Bachelor’s degree or higher in management information systems, computer science, or closely related field from an accredited college or university and
  2. Ten (10) years of professional IT experience.

Option 2:

  1. Fourteen (14) years of professional IT experience.

Option 3:

  1. Five years as a senior level ITPS professional in state service.

Qualifying candidates’ experience must include all of the following (can be concurrent):

  • Five (5) years of progressively responsible experience in the field of data architecture, and/or administration of a data/reporting platform.
  • Seven (7) years of design and implementation experience in IT with a deep knowledge in a minimum of two (2) of the following technical disciplines:
    • Database management
    • Master data management
    • Data Interfaces
    • Infrastructure and network design
    • Application development
    • Application programming interfaces (API’s)
    • Middleware, servers and storage
  • Four (4) years of experience developing and maintaining strong working relationships across a wide spectrum of internal HCA executives, managers, program managers, technology managers; and, externally with the public and private sector health care industry; listens attentively to others; ability to work independently or collectively in the development of ideas or strategies.
  • Two (2) years of experience obtaining knowledge of data warehouse methods, standards, techniques, and capabilities including the ability to develop data governance processes. Experience with data governance. Ability to develop and evolve long-term strategies while driving grand-tactical to tactical operations.
  • Demonstrated experience facilitating inter and intra-organizational meetings to achieve short- and long-term objectives; ability to keep diverse groups on task, and to reach negotiated and shared outcomes.
  • Hands-on experience with Business Process Modeling Nomenclature (BPMN) modeling or data modeling experience.

Preferred qualifications:

  • Advanced education such as master’s degree in public administration, information technology, data science, or other advanced degree in a closely related field.
  • Business analysis (BA) experience.
  • Knowledge of enterprise architecture (EA) and federal Medicaid Information Technology Architecture - MITA 3.0 and subsequent released frameworks.
  • Experience with communicating with program/clinical staff.
