Position Summary:
Administer formal contracts of more than $50,000 with duties including contract administration, tracking and analysis, compliance, and vendor performance monitoring.
Key Responsibilities/Duties:

  • Provide leadership for the administration of contracts, compliance and database function; organize, maintain, and electronically track all contracts and related documents; ensure database functionality to properly serve Procurement Services and its customers; lead contract closeout efforts.
  • Leverage technology solutions to maximize effectiveness and efficiency of the strategic procurement process; investigate new opportunities for utilization in order to improve the efficiency and/or effectiveness of various Port Houston processes, including new systems, process changes, and process development
  • Assess, track, and identify Port Houston needs for long-term contract specification, acquisition, maintenance, and support requirements; work with key stakeholders (internal and external) to maintain a professional relationship; serve as the authorized point of contact and subject matter expert for all contract administration matters
  • Design, develop, and execute assigned procurement programs to maximize efficiency, cost savings, and reduce liability exposure, including file creation, administration, tracking, compliance, and vendor performance monitoring
  • Ensure suppliers meet defined requirements, goals, and targets; establish supplier improvement targets in cost, quality, and delivery; manage contracts to ensure cost, service, and quality requirements are met
  • Participate in procurement related meetings, including pre-bid/pre-proposal conferences, bid/proposal openings and initial and final rank and evaluation meetings
  • Create and distribute project advertising schedule and report; follow up with requesting departments to request upcoming projects for advertisement
  • Manage and administer Port Houston e-procurement system
  • Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
  • Perform other duties as required
Education/Experience:
  • Bachelor's degree in business administration, Public Administration, Finance or related major in a public or accredited private academic institution required
  • 3+ years of related procurement or contracts administration experience required
  • Certified Public Purchasing Officer preferred
  • Certified Texas Procurement Manager preferred
