If you indicated veteran status on your application, you must submit your DD-214 along with the completed DTS-1 (application).The Maryland Transit Administration (MTA) is seeking an IT Programmer Analyst Lead/Advanced to work in the Office of Information Technology (IT) Systems Unit. This position will oversee the application services programming for various computer systems supported by the IT department. The incumbent provides support for the Information Systems (IS) Group in identifying and resolving application problems. In addition, this position is the main support for many of the critical IT applications which include Computer Maintenance Management Systems (CMMS) Maximo, Emergency Notification Systems (ENS), Integrations, and Mobile Applications. This position will resolve information technology issues with other operating or control agencies impacted by information technology projects. The selected employee in the position will also be responsible for planning, coordinating, and evaluating the work of other IT Programmer Analysts and related support staff; instructing staff in administrative and operating policies and procedures, maintaining logs of assigned projects, and preparing status reports for management as required. The IT Programmer Analyst Lead receives general supervision from the IT Programmer Analyst Supervisor or IT Manager.The current position is located in Glen Burnie, Maryland (Anne Arundel County).QualificationsMINIMUM QUALIFICATIONS:Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.Experience: Two (2) years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools. **One (1) year of this experience must involve proficiency using Structured Query Language (SQL) and leading or reviewing code from IT professionals.** A Selective qualification recruitment is conducted for a job or position when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability). No substitutions are allowed for the Selective Qualification.The ideal candidate will possess:• At least one year of experience as a project leader of an IT application development team• Proficiency at writing batch script files. Python and strong SQL skills are a plus• Skill developing web-based systems using at least one of the following: GitHub, Visual Studio, VBScript, JavaScript, C#, WEB API, and REST API.• Project Management experience• Database management experience• Experience utilizing SDLC processes and writing technical documentation• Proficiency with MS Office, applications development using Visual Basic or Visual Basic for Applications (VBA)• Proficiency with Microsoft SQL Server, MS Access, Oracle, TOAD and other database tools• Skill developing reports for applications using BIRT Reports for Maximo are a plus, Power BI• Skill in applying inductive and deductive reasoning to reach logical solutions to problems• Ability to communicate effectively and to establish and maintain effective working relationships with users, vendorsConsideration for employment may be based solely on the contents of your application; therefore, it is essential that you provide complete and accurate information.
