Overview
POSITION SUMMARY: Under the general direction of the Chief Pharmacy Officer or the Director of Pharmacy Technology and Informatics, the Associate Director of Pharmacy Technology and Informatics helps oversee the MassHealth Pharmacy Online Processing System (POPS) and the POPS IT vendor and all associated business analysts. The Associate Director will help implement strategic and tactical planning, select reporting functions, external audits, and enhancement/release management as well as help support operational activities within the system. POPS is a point-of-sale claim adjudication system for the MassHealth Fee-For-Service pharmacy claims as well as a system for invoicing drug manufacturers rebates every quarter. The Associate Director will help manage and oversee the timely and accurate submission of claim and rebate processing and leading technology and informatics projects, initiatives, and related inter and intra departmental pharmacy data related projects. The Associate Director of Pharmacy Technology and Informatics will use their experiences to ensure business processes run both timely and efficiently throughout the system.
Responsibilities
MAJOR RESPONSIBILITIES:
- Provide direct supervision and instruction to the department's staff.
- Supervise, lead and report on the development and implementation of pharmacy technology infrastructure and informatics to meet the strategic goals of the MassHealth pharmacy program.
- Create and manage the execution of staff development and training plans, including leadership training, technical tools, and the latest in industry developments.
- Work as point person to the development and implementation of technology infrastructure and informatics to meet the strategic goals of the MassHealth Pharmacy Program and ForHealth Consulting pharmacy services.
- Provide direct supervision on the software development cycle within the team and as needed as a part of cross-functional teams.
- Understand at a detailed level all workstreams within the team, including but not limited to rebating, MDHL, claiming etc.
- Work within and grow a culture of high performance, transparency, and continuous improvement as it relates to the streamlining of the development, testing and deployment of pharmacy technology and processing.
- Work with other units and IT vendors to create project documentation including change orders, technical documentation, testing documentation and running testing as needed.
- Execute and report on strategic pharmacy technology and informatics goals, ensuring alignment with ForHealth Consulting vision, mission and contract needs.
- Create project tasks based on team members' individual strengths, skill sets and experience level.
- Responsible for tracking and reporting on vendor compliance management, including monitoring vendors against service level agreements (SLA) and contractual requirements, including, but not limited to delivery schedules and quality.
- Coordinate pharmacy technology procurements, including but not limited to Advance Planning Documents (APD), contract negotiations and requirements drafting, in coordination with MassHealth and CMS stakeholders.
- Provide direct supervision and execution of the development of technology and informatics project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
- Strive for innovation and problem solving with actionable outputs and products; serve as primary technology and informatics subject matter expert and strategic partner, as appropriate.
- Represent the POPs team in cross departmental projects and communication aligning POPs development roadmap with business needs and committees.
- Be a member of the incident response team for the POPS system, including but not limited SEV 1 and 2 events.
- Direct Provide Supervision of the design, implementation, maintenance, and support of POPS.
- Maintain capacity and work planning for the department.
- Responsible for timely and accurate submission of claims adjudication and manufacture rebates.
- Responsible for creating and implementing IT policies, protocols, standards, and strategies.
- Perform other duties as required.
Qualifications
REQUIRED QUALIFICATIONS:
- Bachelor's Level Degree or equivalent.
- 5-7 years of experience in pharmacy standards including NCPDP (National Council for Prescription Drug Programs).
- Proven track record of executing business requirements in a multi-stakeholder environment.
- Ability to travel to offsite locations.
PREFERRED QUALIFICATIONS:
- Experience with large scale system integration.
- Experience with Medicaid.
- Experience with Managed Care.
- Experience in data analysis, and the evaluation and interpretation of economic models.
- Experience with vendor management.
- Experience managing a team.
