SUMMARY:

Directs and coordinates administration of City Government in accordance with policies determined by City Council or other authorized elected officials by performing the following duties personally or through subordinate supervisors.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  1. Enforce and carry out all ordinances, rules, and regulations enacted by the Commission.
  2. Employ and discharge all persons engaged in administrative service of the municipality.
  3. Make recommendations to the commission on all matters concerning the welfare of the municipality.
  4. Supervise activities of departments performing functions such as collection and disbursement of taxes, law enforcement, maintenance of public health, construction of public works, and purchase of supplies and equipment.
  5. Oversee the preparation of annual budget and submits to City Commission for approval.
  6. Plan for future development of urban and nonurban areas to provide for population growth and expansion of public services.
  7. Recommend zoning regulation controlling location and development of residential and commercial areas.

Supervisory Responsibilities:

  1. Directly supervise 17-18 Department Heads for all City Departments.
  2. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  3. Responsibilities include interviewing and hiring employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education, Certification, and Experience:

Master’s degree (M.A.) or equivalent and 6 months experience or specialized training and five or more years related experience and/or training; or equivalent combination of education and experience.

Licenses:

Must possess a valid N.M. Driver’s License with no major driving infractions.

Language Skills:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Knowledge:

Mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to prepare and administer the City’s budget. Ability and knowledge to interpret laws pertaining to personnel, solid waste, EID and EPA regulations etc.
