Job Requirements / Description

Nature of Work: Under general supervision, perform professional personnel analyses and services; and perform related duties as required.

Typical Duties:

  • Communicates with departments regarding recruitment, promotions, transfers, reinstatements, testing requirements, classification review procedures, benefits, grievance procedures, and other human resources related matters;
  • Assists in constructing and administering examinations such as written and performance tests, assessments centers, training and experience evaluations, and oral board interviews;
  • Reviews employment applications for acceptability and minimum qualifications; arranges for testing as required;
  • Compiles certification lists of eligible candidates for open positions; provides vocational counseling to prospective and current Housing Authority employees;
  • Composes memoranda, reports, recruitment bulletins and advertising material;
  • Performs job evaluation and classification studies;
  • Writes job classifications;
  • Performs salary comparisons with other area employers and recommend appropriate pay levels;
  • Conducts special studies and surveys;
  • May supervise support staff;
  • Prepares and maintains a variety of files, records and reports related to various human resources activities;
  • Assists in developing and presenting training programs;
  • Participates with a variety of HACLA committees, study groups and task forces;
  • Attends a variety of meetings including staff meetings as required;
  • Maintains position control and classification logs;
  • Processes new employee benefit enrollments;
  • Acts as liaison in resolving unemployment insurance, disability, dental, health insurance and other related claims.

Knowledge, Skills & Abilities:

Knowledge of the organization and operations of public section organizations; principles and practices of human resources administration including current theories and practices of organizational effectiveness and management; standard office automation software applications.

Ability to work in any assigned area of human resources administration; analytic ability; planning ability; ability to speak and write effectively; establish and maintain effective working relationships.

Skill in the operation of personal computers and various standard office automation software applications.

Minimum Qualifications:

Any combination of training, education and experience equivalent to: Bachelor’s degree in public administration; business administration, social or behavioral science or other closely related field and some related human resources experience.

Candidates will start at Step One of an Eight Step Salary Range unless there are special exceptions in accordance with agency Personnel Rules.
