General Description:Performs advanced compliance monitoring work for the Internal Audit and Compliance Division of the Texas Higher Education Coordinating Board (THECB). Work involves evaluating and documenting compliance risks and mitigating controls and conducting desk reviews or on-site monitoring visits to institutions receiving financial aid, grants and other funds disbursed through the Coordinating Board. Also evaluates information accuracy, including information reported for formula funding, Title IX, and other decision-making purposes. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Manager of Compliance, Internal Audit and Compliance. General Duties and Responsibilities: Evaluates, assesses, and documents compliance risks and mitigating controls, including risks associated with internal program oversight and external program execution. Coordinates and conducts risk-based, compliance monitoring of data driving the formula funding process, as well as monitoring of funds disbursed through the Coordinating Board to institutions of higher education to ensure accuracy of data and proper use of funds Conducts regular monitoring of financial aid and grant expenditures and compliance and desk reviews of reports and supporting documentation and may travel to sites to conduct onsite monitoring visits and check recipient's accounting systems, case files, and databases. Monitors financial aid and grant programs to assess the accuracy of reporting and compliance with requirements. Prepares monitoring reports to address findings of noncompliance, recommendations for corrective action, technical assistance, or resolution of compliance issues. Monitors Title IX/sexual misconduct information submitted by institutions of higher education for accuracy and compliance with laws, rules and policies. May travel to sites or conduct desk reviews to evaluate information and processes. Prepares and delivers training on compliance programs to internal and external participants. Reviews, verifies, and examines key data reported by institutions of higher education and may recommend corrective action or comprehensive audits based upon findings. Documents and summarizes results of compliance assessments in accordance with auditing standards, and briefs management and other stakeholders on the results. Assists agency program areas with the development of written policies and standard operating procedures to ensure consistent monitoring across programs. Develops monitoring objectives and strategies to ensure a collaborative compliance monitoring approach with program areas and subject matter experts. Coordinates with internal and external subject matter experts on compliance related issues and work plans. Travel up to 25 percent of the time, including overnight travel. Performs other duties as assigned. Knowledge, Skills, and Abilities: Knowledge of the principles and practices of compliance monitoring, financial examinations, and auditing. Knowledge of risk assessment strategies and processes, and of audit standards. Knowledge of State and federal regulations, statutes, and rules regarding higher education formula funding, financial aid, academic grants, and Title IX. Skill in identifying and assessing internal control structures. Skill in choosing and utilizing appropriate data analys s tools, determining samples, and interpreting results. Skill in managing projects and applying project management tools to plan and track work progress. Skill in using calculators, personal computers, general office software, and databases. Skill in developing working papers, documenting process steps and using electronic audit software programs such as Teammate. Ability to work on detailed information and provide accurate, organized results. Ability to effectively and diplomatically handle multiple responsibilities and priorities and manage time in a fast-paced and sometimes pressured environment. Ability to gather, analyze, and draw accurate and logical conclusions about information and data. Ability to clearly and concisely communicate complex and technical information in writing and verbally. Ability to establish and maintain effective working relationships both internally and externally, and to interact professionally with subject matter experts, stakeholders, and management. Military Crosswalk: Qualifications: Required Minimum Education and Experience: Bachelors degree from an accredited college or university. Three years of relevant full-time progressively responsible experience conducting compliance monitoring and assessments, auditing, or financial examinations for a public sector entity or institution of higher education. Masters degree from an accredited college or university in Accounting, Finance, Business, Management, Public Administration or a related field may substitute for one year of the experience. Preferred: Masters degree or above from an accredited college or university in Accounting, Business Administration, Finance, Public Administration, Management or related field. Experience conducting audits or compliance assessments using Teammate. Experience evaluating Title IX sexual misconduct issues. Valid certification as a Certified Public Accountant, Certified Internal Auditor, or Certified Information Systems Auditor.
