Equal Employment Specialist (Federal Women's Program Manager)
This position is in the Office of Civil Rights, Natl Affirmative Employment, Special Emphasis & MD-715 Policy and Compliance, ACR-006.
DutiesThe Equal Employment Specialist is a recognized subject matter expert in equal employment opportunity law, regulations, policies, and methods. Provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.
Manages the Federal Women's Program for FAA which has approximately 46,000 employees. Develops, directs, and evaluates the Federal Women's Program for the agency including Lines of Business (LOBs), Staff Offices (SOs), regions, and field offices. Serves as spokesperson for the agency on matters pertaining to employment of women within the agency. Develops or reviews agency policies and/or equal employment opportunity activities affecting the employment of women. Coordinates Federal women's program activities throughout the agency through Federal women's program managers at subordinate organizational levels. Evaluates progress at lower organizational levels, participates in selection and training of coordinators throughout the agency.
In addition to FWP responsibilities, consults on Civil Rights (CR) and Equal Employment Opportunity (EEO) assuring implementation of core EEO regulations, principles, functions and procedures. Conducts national outreach and special emphasis programs, including operational activities for Washington headquarters. Supports the development of FAA’s National Outreach Plan and oversight of its implementation. Provides administrative support to the EEO Action Committee and employee forums. Represents FAA ACR on a variety of forums and committees inside and outside the FAA. Prepares and analyzes internal and external to ACR/FAA/DOT reports.
Applies experience and expert knowledge of applicable EEO guidelines and principles to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives.
Receives instruction and direction in terms of broadly defined goals and objectives which provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require.
Contacts are internal and external. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
Work is typically reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.
Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and often impact on the objectives of the FAA. In some specialties, the work regularly affects internal and external customers.
Salary- $123,884 - $192,056/year

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE IS DEFINED AS:
- Experience in project management practices and tools to simultaneously manage multiple projects; managing complex projects (balancing scope/quality, schedule, budget and risk); establishing evaluation criteria and measurements to assess projects; developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies.
- Experience in managing multiple stakeholders by developing relationship strategies.
- Experience working with and/or managing programs that influence the recruitment and retention of women.
- Experience in MD-715.
