Loudoun County, Virginia's Office of Management and Budget (OMB) seeks a Management Analyst V/Team Lead within the Operating Budget Division. This position includes supervisory responsibilities and is a great promotional opportunity for experienced budget and management analysts. OMB reports to the County Administrator and has the responsibility of guiding the organization in the development and management of the annual operating budget, the six-year capital budget, long-range demographics forecasting, organizational performance management, revenue modeling and forecasting, and financial modeling for collective bargaining negotiations. Job Summary
OMB is seeking an experienced management analyst to become a core member of the management team for OMB's Operating Budget Division. This position will oversee, train, and support the work of a team of management analysts and contribute to the planning and execution of the annual operating budget process. OMB is responsible for the coordination and technical work in the preparation and presentation of the County's annual Proposed and Adopted Budgets; advises and assists departments with financial management and policy development; provides training and consultation to departments in budget, budget systems, and performance management; and supports departments through management analyses and evaluations to improve the effectiveness of County programs. The ideal Management Analyst V/Team Lead shares a passion for local government, prioritizes problem solving and collaboration, and thrives in a fast-paced, results-oriented environment. The successful candidate should also have a team-oriented approach and an interest in developing and leading staff.
This position includes highly competitive health benefits, eligibility in the Virginia Retirement System, deferred compensation plan contributions, and annual, sick, and professional leave benefits. Additionally, this role offers a hybrid working arrangement, allowing up to three days of remote work each week after an initial training period.
Hiring salary is commensurate with experience.
Minimum Qualifications
A Bachelor's degree in Finance, Business Administration, Public Administration, or related field coupled with five (5) years of related work experience in budget management and use of automated financial/accounting systems; or equivalent combination of education and experience. A Master's degree is a substitute for two (2) years of work experience. OMB heavily utilizes the Microsoft Suite, Oracle, and Hyperion.
