What You’ll Do:

You would be supporting the MD Department of Education. The period of performance is 2 years with a 2-year follow-up option.


Responsibilities will include but are not limited to:

Primary Tasks
  1. Facilitate and/or participate in the IT project review process in cooperation with other business analysts, IT project managers, and staff.
  2. Develop project feasibility and cost-benefit analysis reports to assist an IT Steering Committee in determining project viability.
  3. Work with the assigned Project Manager to transition a Service Request from concept through preliminary planning to formal approval.
  4. Participate on project teams for new systems, including:
    1. Communicating information on the requirements development and management process.
    2. Assisting Project Managers with requirement identification and scope definition.
    3. Translating business needs into understandable requirements.
    4. Facilitating requirements elicitation sessions with stakeholders.
    5. Reviewing and documenting existing (as-is) business processes.
    6. Developing and documenting future (to-be) business processes.
    7. Differentiating between modeling techniques to determine the appropriate approach for a project.
    8. Developing and maintaining project documentation such as Functional Requirements Documents (FRD).
    9. Conducting quality review walkthroughs of business requirements documentation.
    10. Participating in the planning and execution of system testing, including developing test plans, test cases, and requirements traceability matrices.
    11. Participating in the planning and development of system documentation and training materials.
    12. Participating in training sessions.
    13. Developing artifacts in compliance with the State SDLC.
  5. Operate as a liaison for the assigned Branch during interactions with agency staff and contractors to determine appropriate computer-related solutions to business problems, including:
    1. Examining business activities to determine if new IT solutions will improve productivity.
    2. Discussing existing business models and data flows with involved parties.
    3. Writing, reviewing, and editing specifications, RFPs, and business processes, and providing recommendations related to proposed solutions.
    4. Understanding the role of the system in the organizational business area’s overall business process and providing ideas and recommendations regarding system evolution and project interdependencies.
    5. Producing high-level outline designs of new IT systems and performing cost-benefit analyses and/or buy/build/reuse analyses.
Additional Tasks
  1. Complete mandated training as requested.
  2. Enter information into the TFS application, including status updates and documentation.
  3. Submit bi-monthly status reports as directed by the Manager.
  4. Proactively identify and perform knowledge transfer activities during project resource reassignments.
  5. Attend Project Management Branch meetings, Program Advisory Committee (PAC) meetings, and other meetings as requested.
  6. Assist in performing evaluations of Commercial off the Shelf (COTS) software and/or hardware.
  7. Support business analysis and research efforts as needed.
  8. Perform other duties as assigned, including documentation as directed by the Agency.

What You’ll Need:

General Experience:
  1. At least eight (8) years of computer experience working independently or under general direction on complex application problems involving all phases of systems analysis.
  2. Proficiency in Microsoft Office Suite, including Visio and Project.
Specialized Experience:
  1. At least five (5) years of experience in the analysis and design of business applications for complex large-scale or mid-tier computer systems, or LAN-based systems.
  2. Experience with Database Management Systems (DBMS) and programming languages.
  3. Knowledge of current storage and retrieval methods.
  4. Demonstrated ability to formulate specifications for computer programmers to use in coding, testing, and debugging of computer programs.
Preferred Experience:
  1. Demonstrated knowledge of IT software requirements elicitation, documentation, and management.
  2. Experience with financial, document, human resources management, or procurement management software.
  3. Senior-level experience preparing business cases or other types of requests for IT software development.
  4. Senior-level experience writing project deliverables such as functional requirements documents or requirements traceability matrices.
  5. Knowledge of business process/workflow automation.
  6. Experience performing gap analyses.
  7. Experience planning and conducting IT software quality assurance testing, including writing test cases.
  8. Experience preparing and delivering informative, well-organized presentations.
  9. Excellent verbal and written communication skills.
  10. Breadth of knowledge in the Business Analyst Body of Knowledge (BABOK).
Education
  1. A Bachelor’s degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
  2. Alternatively, three (3) years of equivalent experience in a related field.
  3. A Master’s degree is preferred.
Certifications
  1. Contractors must possess the following certifications:
    1. IAAP Certified Professional in Accessibility Core Competencies (CPACC): Ensuring foundational knowledge in accessibility principles.
    2. IAAP Web Accessibility Specialist (WAS): For projects with a significant web component, ensuring expertise in web accessibility.
    3. Certified Usability Analyst (CUA) or equivalent: For general usability and accessibility knowledge.
Other Requirements
  1. Comply with all applicable laws, regulations, policies, standards, and guidelines affecting Information Technology projects.
  2. Ensure adherence to and remain abreast of new or revised laws, regulations, policies, standards, and guidelines affecting project execution, including:
    1. The State of Maryland System Development Life Cycle (SDLC) methodology.
    2. Accessibility Standards Compliance:
      1. Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.
      2. Section 508 of the Rehabilitation Act.
      3. Americans with Disabilities Act (ADA).
