JOB SUMMARY
The Airport Civil Rights Compliance Officer is responsible for ensuring the airport's compliance with the federal laws and regulations associated with the three programs overseen by the FAA Office of Civil Rights:
- Disadvantaged Business Enterprises (DBE) 49 CFR Part 26 & Airport Concessions Disadvantaged Enterprises (ACDBE) 49 CFR Part 23
- Title VI of the Civil Rights Act of 1964
- Americans with Disabilities Act (ADA) & Section 504 of the Rehabilitation Act of 1973.
This role includes coordination with various departments within the Sarasota Manatee Airport Authority, as well as oversight of construction contractors, design firms, concessionaires and other businesses operating at the airport, to ensure compliance with non-discrimination policies and promote diversity and inclusion as required by the laws and regulations noted above. The Officer shall function as the designated DBE/ACDBE Liaison, Title VI Coordinator, and ADA/504 Coordinator for SMAA.
JOB RESPONSIBILITIES
Essential Job Responsibilities:
- Policy Development and Implementation:
- Update and maintain the airport's DBE and ACDBE Programs, Title VI Plan, and Community Participation Plan,
- Compliance Oversight:
- DBE & ACDBE Programs
- Establish triennial airport-wide goals pursuant to guidance contained in 49 CFR Parts 26 & 23 in coordination with SMAA Engineering and Properties Departments, respectively.
- Coordinate with SMAA Engineering Department in the establishment of contract goals for federally funded design and construction contracts.
- Coordinate with SMAA Properties Department in the establishment of contract goals for all concession contracts.
- Title VI to the Civil Rights Act of 1964
- Monitor and evaluate the compliance of airport businesses, contractors, and concessionaires with the non-discrimination requirements of Title VI.
- Ensure compliance with all provisions of the SMAA Title VI Plan and Community Participation Plan
- ADA/Section 504
- Perform periodic self-assessments of compliance of airport facilities with the requirements of ADA/504
- Review and approve concession contracts, construction contracts, leases, and procurement contracts to ensure the inclusion of all required federal contract requirements as specified in FAA guidance.
- DBE & ACDBE Programs
- Investigations and Resolutions:
- Investigate complaints of discrimination related to race, color, national origin, sex, age, religion, and disability.
- Provide recommendations and oversee the implementation of corrective actions
- Maintain records of complaints and resolutions.
- Coordinate resolutions of Title VI complaints with FAA as required by Title VI Plan and FAA guidance
- Training and Outreach:
- Develop and conduct training programs for airport staff, contractors, and concessionaires on civil rights compliance.
- Organize workshops and seminars to promote awareness and understanding of civil rights issues.
- Attend monthly Tenant Managers Meetings to update airport tenants regarding requirements of the civil rights programs and to monitor for the development of any potential issues affecting airport compliance.
- Reporting and Documentation:
- Prepare and submit to FAA Office of Civil Rights annual DBE & ACDBE Uniform Reports of Participation by respective deadlines.
- Submit updates to DBE/ACDBE Programs and Goals, Title VI Plan and Community Participation Plan as per schedules established by FAA.
- Maintain comprehensive records of compliance audits, investigations, and training sessions.
- Collaboration:
- Collaborate with FAA Office of Civil Rights to ensure compliance with program objectives.
- Collaborate with the airport's legal department and other internal stakeholders to address compliance issues.
- Liaise with community organizations, certified DBE/ACDBE firms, and other small businesses with the potential for certification, to promote diversity and inclusion initiatives including the establishment of appropriate DBE/ACDBE goals for the airport.
Other Job Responsibilities:
Assists in the review of contractor bids for services to the Authority that are relevant to the position.
Performs special assignments upon request.

QUALIFICATIONS REQUIRED
Education and Experience:
Bachelor's degree in law, public administration, sociology, or a related field.
Minimum of 3-5 years of experience in the administration of a civil rights compliance program, preferably within an airport or transportation setting.
Advanced degree in law, public administration, or a related field (preferred).
Experience in training and outreach programs (preferred).
Certification in compliance management or related areas (preferred).
Knowledge, Skills, and Abilities:
Strong knowledge of federal civil rights laws, including the Civil Rights Act of 1964, ADA, and 49 CFR Parts 26 & 23.
Excellent communication, analytical, and organizational skills.
Ability to conduct thorough investigations and produce detailed reports.
Proficiency in Microsoft Office Suite, report writing, and forms completion.
Knowledge of standard office practices and management methods.
Knowledge of USDOT Disadvantaged Business Enterprise and Airport Concessions Disadvantaged Business Enterprise Programs.
Ability to remain focused and self-disciplined.
Ability to independently analyze complex data.
Ability to prepare detailed reports, and statements of corrective action.
Ability to interview and ask investigative type questions tactfully and courteously.
Ability to interact with senior management while remaining independent and unbiased.
Ability to read, comprehend, and make recommendations for compliance with complex regulations and accounting pronouncements issued by governmental agencies and other authoritative bodies.
Ability to communicate clearly and effectively, both oral and written.
Ability to develop and maintain effective working relationships with superiors, fellow employees, and the general public.
Ability to perform multiple tasks simultaneously within a delineated timeframe.
Physical Requirements:
Civil Rights Compliance Officer must be diligent in adhering to all work-related safety rules, procedures and regulations and take the precautions necessary to comply with the Airport Authority safety policy.
Mental Requirements:
The employee must have the mental capacity to provide support to all departments; must be capable of successfully interacting with employees, outside agencies and the general public; develop and maintain effective working relationships with superiors, fellow employees, outside agencies and the general public.
Environmental Requirements:
Generally, works in an office environment.
