Key components of this position will be to align strategies and develop bestpractices for: implementing the organizations mission, talent acquisition and recruitment,benefits administration, workforce development and training, workers compensation, andcompliance in a Union environment. As a member of the Executive team, the HR Directorwill foster and reinforce a positive workplace culture, support employee engagement, andensure compliance with relevant labor laws, legislation and regulations.Essential FunctionsMajority of duties, but not meant to be all-inclusive nor prevent other duties from being assigned as necessary.1. Act as the Department Head of the Human Resources Department. Supervise anddirect the Human Resources Generalist to create a city-wide culture of mutualrespect, teamwork, and pride, with a focus on customer service, efficiency, andexcellence.2. Create, interpret, enforce, and revise human resources policies and procedures, theEmployee Handbook, and Union contracts.3. Coordinate with department heads, the City Attorney, and the management team todevelop and advocate for management priorities in collective bargaining.4. Responsible for strategic recruitment, hiring, onboarding, and retaining all cityemployees with a focus on ensuring that our workforce best represents our diversecommunity.6. Coordinate and implement all benefits administration including leading effortsaround the Citys captive health insurance plan and the employee Health Center.7. Manage workers compensation claims, insurance coverage, and safety and riskmanagement improvements. Ensure a member of the HR staff is represented in thecitywide Safety Committee and collaborate with the City Safety Officer (FacilitiesManager).8. In partnership with Finance, implement efficient payroll systems and ensure payrollis processed accurately. Human Resources has the primarily responsibility forensuring HRIS/payroll system is accurate and in compliance with all HR rules,regulations, union contracts, employment law.9. Provide for staff training, development, and evaluation needs and coach managers inproviding the same.10. Provide excellent general employee and management human resources support.11. Ensure compliance with applicable state and federal employment laws includingproviding accurate and timely data tracking and reporting.12. Assist in leading the Citys efforts to provide equitable and inclusive services to allemployees and residents of the City.13. Financial responsibility for preparing, and managing department HR budget,authorizing payment of invoices and special payments.14. Demonstrated knowledge and experience with payroll laws, regulation s andprocedures to ensure compliance.Minimum Qualifications1. Bachelors degree in Human Resources, Business Administration, PublicAdministration, or a related field required, plus a minimum of five years ofexperience in human resources leadership and administration, preferably in amunicipal setting.2. Certification as a Human Resources Professional (SHRM, HRI or similar) preferred.Knowledge & Experience1.
