The North Carolina General Assembly (NCGA), the State Legislative Branch, is seeking an experienced accountant with demonstrated experience in advanced level administrative and technical accounting skills to serve as the Accounting Systems Specialist in the accounting section of the Financial Services Office. The Accounting Systems Specialist documents workflow and assists Information Systems Division employees in systems design, testing, implementation, documentation, training, reporting, and problem resolution. Work involves interaction with system users, independent follow-up on technical testing, risk assessment, production of reports, training of staff in how to extract needed data, and writing instructions for report production. The individual in this position must be able to complete high volume tasks independently and set within timeframes in accordance with established State and NC General Assembly accounting procedures and NC General Statutes.
Examples of Duties :
  • Assists the Controller by providing technical assistance and support in documenting workflow to determine functional requirements for modifications and design to accounting system software.
  • Assists technology staff and the Controller in systems design to meet operating and functional requirements.
  • Works both independently and with technology staff, supervisors, and technical support staff in defining, documenting, and executing test plans for system enhancements and upgrades.
  • Updates the accounting system's user manual as a result of changes in the system and/or workflow surrounding the system.
  • Completes thorough analyses to develop specifications to be used in the design of financial reports to meet the functional requirements of the NC General Assembly.
  • Works with the systems analyst/programmers as needed for the modification or enhancement of the applicable computer systems.
  • Tests internal controls and performs development of testing plan and documents results. Completes annual report of internal controls (EAGLE) and submits to the Office of the State Controller.
  • Performs other duties as required and directed.
About the Financial Services Department:
The Financial Services Office is a full-service financial department located within the General Assembly's non-partisan Administrative Division. The Financial Services Office is responsible for providing the General Assembly with the budgeting, payrolls, purchasing, and general accounting services needed to support the legislative and operational requirements. They perform program analyses and internal services and monitoring for the legislative branch and are responsible for supporting the financial and personnel systems.

  • Some knowledge of NC General Statutes and of State financial practices and procedures.
  • Ability to comprehend financial reports, statements, and records.
  • General knowledge of automated financial systems.
  • Requires excellent problem-solving skills.
  • Ability to establish and maintain effective working relationships with supervisors, coworkers, general public, and with other employees.
  • Effective verbal and written communication skills.
  • Ability to maintain composure and work cooperatively under pressure with Legislators, legislative staff, and coworkers on a daily basis.
Minimum Education and Experience Requirements
Required Education and Experience:
  • Bachelor's degree with a major in business administration, accounting, finance, computer programing or a related field and at least two years of experience related to accounting systems; or
  • An equivalent combination of education and experience.
Preference will be given to:
  • Advanced experience working in state government or business management environment with a full range of functions in processing and interpreting financial related information.
  • Experience with utilizing and navigating the North Carolina Financial System (NCFS).
