The MEL Program Advisor will undertake duties and responsibilities providing program support in the following areas:Strategy support in the development of a new strategic framework and draft CDCS;Provide support to the roll out, launch and development of the FY2023 Program Performance Review (PPR) Plan; andProvide technical support to the monitoring, evaluation and collaborative learning (MEL) and GIS teams.ResponsibilitiesEssential Duties/Tasks and Responsibilities:Support Strategy Planning and Design of New Strategic Framework 20%The Program Support Advisor (PSA) will provide support as needed to advance the initial strategy planning and design process that is underway. The PSA will assist in the formulation and discourse of the next CDCS strategic framework by supporting the Mission technical Offices through the process of designing the new strategic framework and further advance the framework for a new Country Development Cooperation Strategy (CDCS). As a critical member of the PCPS Office, the PSSA, under the guidance of the PCPS Office Director or designee, will:Work with current PSPC staff in the coordination of key stakeholder consultations and other relevant feedback with PCPS and Technical Offices (TO).Develop and coordinate mission wide facilitated brainstorming and discussion sessions on a new strategic framework and strategy issues and challenges. Coordinate and hold follow-up meetings with technical office staff on general strategy issues and strategic framework development.Assist the strategy design team in coordinating all necessary pre-analysis and assessments with technical offices and the alignment of current and planned activities with the new strategic framework..Working with the strategy design team, collaborate with key Donors in aligning a new strategic framework with the broader donor community humanitarian and development work.In collaboration with the Strategy design team, Coordinate with USAID/LAC and appropriate Washington Offices to ensure integration of priorities and feedback on the CDCS design.Development of adherence to timeline for CDCS document drafting.Provide technical support in the drafting and preparation of a new Strategic Framework and coordinate initial discussion with Technical Offices for comments and input.In collaboration with PCPS Office Director, and Strategy design team coordinated periodic update meetings with senior mission staff on the strategy process and developments.Program Performance Review: Coordination, Launch, and Finalization 30%The Program Adviser in collaboration with the Program Performance Review (PPR) team lead, provides expert advice and support on the planning, launching, and development of the Program Performance Review process and tra king with PCPS and Technical Office staff.In collaboration with PPR team lead, assist in the preparation of PPR timeline and presentation materials for the launch of the PPR process.Coordinate initial meeting(s) to discuss the PPR process, timeline, and roles and responsibilities of PPR team members and PPR backstops to appropriate mission staff and country team members.Work with PPR lead and technical offices in the preparation and editing of mission level qualitative narratives, key issues narratives and indicators and their submission.Assist PPR team lead with final clearance of narratives and indicators and uploading information into FACTS info.Assist PCPS Office in submitting PPR draft to Mission Front Office and clearance.Assist PCPS with clearing PPR with Country Team and Ambassador.Review and edit PPR concerning outside review and feedback comments and final submission of the PPR.Technical Support (MEL) Team 50%The Program Support Advisor will work with the Monitoring, Evaluation and Collaborative Learning and GIS Teams to provide expert advice and support to technical office staff and IPs of the following duties:Review monitoring and GIS mapping approaches, indicators, and evaluation methods in applications for development and humanitarian response.Provide support to MEL and GIS teams assisting the technical offices and implementing partners to implement monitoring systems for development and humanitarian response programs as well as assisting in the support for GIS mapping.In collaboration with the MEL and GIS teams, review semi-annual and annual results reports submitted by implementing partners; identify challenges and lessons learned, synthesize and aggregate data, and prepare summary reports as well as updating GIS maps.Third Party Monitoring: Provide assistance to Third Party Monitoring implementing partners for the design and implementation of third party monitoring systems. This may include developing checklists and other tools for Third Party Monitoring contractor staff to improve performance and objectivity in field visits.Capacity Building: With respect to capacity building, provide feedback to implementing partners MEL staff in order to strengthen the quality of their MEL practices and reporting.Participate in designing and delivery of training on MEL requirements to CORs/AORs/AM and implementing partner staff.Data Analysis: With respect to Data Analysis, analyze quantitative and qualitative data to assess program performance; discern lessons learned and make recommendations for improved outcomes. Also, synthesize evidence and best practices into written and oral learning products, including training materials, to build capabilities of mission staff and partners..Data Management: Review and edit performance data and reporting materials, submitted by Mission IPs; provide feedback to IPs as appropriate, and upload data to USAIDs Development Information Solutions known as DIS and other databases as requested by the MEL Team Lead.Evaluations: Lead, advise on, conduct, and review analyses and evaluations in support of humanitarian and development response programs, and processes, including areas where violence and political instability has affected projects and activity performance and data are incomplete.Provided support to the MEL team in the design, procurement, management, and dissemination of external impact or performance evaluation and other analyses into effective briefings, and reports.GIS mapping.
